Blue Line is a hero originally hailing from the Rogue Isles, shortly off the coast of Paragon City in Rhode Island. Though he was limited by poor conditions and resources, his natural strength and fortitude enabled him to become a well-respected, albeit rough-around-the-edges, member of the Millennium City police force.

Origins

Early Life on Rogue Isles

Mosi Hamad was born to a very poor family living in the Mercy Island slums. With very little to spare, the Hamad family lived under the constant threat of extortion from Arachnos, the official controllers of the Rogue Isles. Mosi Hamad eked by in the isles rather shoddy public school system, constantly having to fend himself against potential assault and kidnapping on his way to the school on Port Oakes, and having to contend with bullies and strict corporeal punishment from teachers during his time at the school. During all this chaos, however, Mosi had one beacon of hope shining within his sights; Paragon City, shortly east of the Rogue Isles, was a metropolis where justice and fairness was guaranteed. He had often heard stories of what it was like over there from his father, Furaha. Mosi had been repeatedly reassured that, some day, they would be able to go there once they had made enough money and strength to catch Longbow soldiers on the way out.

Until then, they'd have to keep bending to Arachnos' will to even survive. Mosi continued to attend school, driven by his hopes to strive for his maximum potential. By the time he was in 10th grade, he was a veritable juggernaut among his classmates, and if anyone needed help or protection from the threat of the isles, it was Mosi they usually turned to first. By the time Mosi had graduated, he decided he would try and use his strength to become a hero amongst the villainy of the Rogue Isles. He attempted to sign up with the Rogue Island Police force, only to be turned down due to his lack of formal education. This hardly stopped Mosi, and soon he began to scrape together funds to get himself some makeshift equipment, continued to train his body up for the upcoming hardships, and soon took to the streets to fight against offending villains and anyone else who threatened the safety of the citizens.

Soon, other citizens on Mercy Island were backing Mosi, giving him more supplies and backing him up as he fought against the oppressors. Soon, a veritable resistance force was running on the island. Arachnos, however, rather quickly took notice of the uprising, and began to send the local police force to contain the riots. Mosi was never caught by the police, being able to flee to the outskirts of Bloody Bay, but many of the other citizens that had fought with him weren't so lucky. The experience had given Mosi a rather disheartening epiphany; everything in Rogue Isles was naturally stacked against him. Not only were freelance villains out for him now, but he was wanted both by Arachnos, and the Rogue Island police; the latter of which Mosi realized was directly under control of Arachnos. Mosi would need to find the quickest way out of the Rogue Isles before getting himself any deeper into the hole he had dug.

Longbow, a Freedom Corps division dedicated to restoring peace to the Rogue Isles, soon managed to make a short entry into the eastern end of Bloody Bay. There, they happened upon Mosi, who had now been living underneath a bridge for several years. Hearing Mosi's pleas, they reluctantly decided to take the ragged man along with them back to Paragon City. Finally, Mosi had freed himself from the clutches of Rogue Isles; perhaps his fate would begin turning around now.

Despite being rescued from the chaos on the isles, Mosi now had to contend with Longbow, who seemed to seek a bit of retribution for going out of their way to save him. Mosi, completely broke and without any source of income, was now in a new situation; alone in a big city without a home or a clue on how to clear his debt. After reading a few ads in the paper, Mosi was able to get a lease in one of the low-cost apartments in Kings Row, and attempted to sign up for a job with the Paragon City Police Department. He was turned down, again, because of his lack of experience at a police academy. Mosi would have taken the same course of action he did back on Mercy Isle, if he had any fighting will left in him. To add insult to injury, Paragon City was brimming with heroes; even if Mosi had the ability to help, the city probably wouldn't have appreciated the effort.

Mosi soon managed to eke by with a low-paying job at King Garment Works, being responsible for sorting and packaging sweaters. Mosi kept up this work until he was 24, when his work routine was broken up by The Skulls, a local gang. Seeking to get some new outfits, The Skulls raided the factory, looking for spare T-shirts, but were soon stopped by Mosi himself. Even if the Skulls did have access to demonic powers, Mosi's natural strength was enough for him to fend off all 6 of the assailants, outright killing 4 of them. When the police finally showed up to the scene, they were able to extract only one survivor; Mr. Hamad.

Through some sort of fudge-up, the police had made a mistake in identifying the assailant. As far as they knew, Hamad had been the aggressor while the victims were 4 young adult males. When taken to court, Mosi pleaded innocent, stating it was an act of self-defense, but the Judge and Jury both returned a guilty verdict, sentencing Mosi to life in prison. As the court guards proceeded to escort Mosi out of the room, something snapped within him. In a fit of rage, he broke free of the guards, charging over the benches and through the doors, out of the courtroom, out of Kings Row, and out of Paragon City. He just kept running, not caring about how badly he had been bruised by the nightsticks on the way out how he had been partially blinded by the pepper spray. It didn't matter to him that his legs felt like they were about to fall off or that he hadn't had a good meal in days, he just kept running east. 5 days later, and Mosi was unable to continue, having to make a stop in Griswold, Connecticut.

Back in Paragon City, the CSI department of the police returned new results; they had finally managed to match the DNA of the victims to members of the Skulls gang. Just 4 days late, the Police had managed to recognize that Mosi's act of violence was out of self-defense, and his sentence was dropped. Since most of this information had been kept under wraps, however, Mosi's ordeal with the law had not been recognized outside of Paragon City, meaning always had been clean outside of city limits. In any case, Mosi was scarcely ahead from where he had started, having little idea of where he could turn to or how he could possibly clear his name. For the time being, Mosi decided to take up the moniker of Jacob Omahi, used the last of his money to get some inconspicuous clothes, and settled down for a while, spending a few days checking the news and biding his time.

Mosi eventually got wind of developments up in the northwest in Millennium City, including Defender's call-to-arms stating that any help would be appreciated in culling the chaos within the city limits. Obviously weary due to his past involvement with the law, Mosi decided to take a chance, hoping this would be the big break he needed to turn his life around. Using the last of his short funds, he caught a carrier line out of Connecticut and rode all the way to the Michigan Metropolis.

Present

Arriving in the city and yet again attempting to get a law enforcement job, he recounted to the officers his entire experience both in the Rogue Isles and Paragon City. Though not so empathetic to really hear his whole story through, the Officers decided to take him up; his heart seemed to be in the right place and he definitely was strong enough for the job. Now able to get himself some good income, he was able to afford a small apartment deep in West Side.

Over his years working as an officer, Mosi began to gain notoriety for his excellent expertise as a high-security guard and is pretty much the go-to backup unit. Among those who live in West Side, as well as among the police force itself, he began to go by the nickname of Blue Line; even if he lacks some of the ordinance or refinement that other officers have, he has largely become the officer that most other cadets look up to, now something resembling a minor superhero.

Those who have met him describe Blue Line as the Strong, Silent type. On one hand, he is often very quiet, preferring to keep most of his issues and problems to himself. On the other hand, Blue Line is very level-headed and loyal, willing to lend a hand to his co-workers whenever its needed and usually quite good at setting aside minor troubles in favor of completing the job. Even if he can't find the right words for a situation, he is most certainly aware of what's going on around him, and always has good ideas on what the right course-of-action is.

It's rather clear there's a lot of stress in Blue Line's life, however, even considering how much better his position is now than it was 5 years back. Sometimes, the stress becomes too hard for him to deal with and he just needs an outlet. In the rare times he blows his fuse, he can become absolutely belligerent; a quality which doesn't really gel well with his already impressive destructive capabilities. At that point there isn't really much that can be done to stop him, except let him gradually cool down over time.

Combat Specifications

Blue Line has a rather good mix of both combat skill and raw physical prowess.
Even if he's human, Blue Line's at the physical peak of human capability; he has been seen lifting weights of up to 400 pounds at the gym, and can keep up a running pace of 21 mph for hours (and if he's enraged, days). Blue Line also knows how to use that strength, as he has developed his own fighting style, which uses powerful, slow, but focused bashes to crush enemies into submission.

As a police officer, Blue Line carries a lot of the industry standards, including his Night Stick, 9MM Pistol, and in especially intense battles, his SWAT Armor. His fighting style doesn't very well accomodate the use of a Nightstick, and his pistol, though he is a fairly good aim with it, usually doesn't pack the same stopping power his bashes do, but the SWAT armor, though it does slow him down, does help to make him a bit more durable in battle. In addition to carrying the police standard equipment, Blue Line also has a couple of tricks up his sleeve: Knuckledusters and Steel-toed boots help to give his blows the extra edge against hardy enemies - as well as prevent himself from hurting his knuckles and toes on armored ones.

Blue Line has a very strong fortitude, capable of bouncing back from tough hits, but ultimately his survivability leaves a bit to be desired. He can be bruised, knocked out, and injured just like any other human. If given ample opportunity to recover from injury, however, he can get practically any job done.

Older outfits had him wearing a white sleeveless instead of his current blue one.
  • His shoulderpad is actually a tire from a car he crashed during a driving test he took in Millennium City. (Admittedly, it might not have been his fault.)
  • His costume has changed from his original incarnation! Except it's only a recolor of his shirt.
