Inspector Steel is the result of the ABEL AI project; a supercomputer created by Dr. Rick Selphen with the express capacity to learn human paradigms and customs. Fully capable of lawful reasoning and thought, Inspector Steel was inaugurated into the Alpha Force after several run-ins with the superteam.

Origins

The men behind the Steel

The ABEL AI Project was begun in Roosevelt City university, lead by the scientific super-genius Rick Selphen. Selphen had long served as a designer of special-ops equipment and hardware long before he put his computer designing skills to good use. He had worked as assistant to Alfred Grant prior to their arrival in Roosevelt City, where the duo broke off. Selphen got a commission from the Ayus clan to design a supercomputer server for a wireless network of nanites, not knowing the real reason behind the development of such a device. After the word had gotten out that he had helped ground the Ayus' crime kingdom in the city, he changed identities and settled down at the university to begin work on a truly anthropomorphic AI. After his discovery, he was allowed supervised continuation of the project.

The project began with Selphen and his 15 colleagues slowly designing a framework for where the ABEL project would begin, creating a program and computer with the capacity to process emotions, as well as learn facts and remember them. Not only this, but Selphen also had developed an interest-development system within the program; Not only could the computer develop emotions, but it also could get feelings about certain topics, which, in turn, could further motivate the computer to learn and apply itself.

The ABEL supercomputer was initially set up in a large computer tower within one of the labs at Roosevelt University. This meant that ABEL was completely bound to one room, and that scientists and researchers would have to bring material and data to the computer. Selphen fixed this dilemma by giving the supercomputer a sensory drone, which could fly freely, see, hear, detect collision, and speak. The computer would not have to worry about remote communication with this drone, as the two computers had analogous hardware; all ABEL would need to do to become mobile is to download his information to the drone, and download it back to the computer after he was done.

On ABEL's boot day, the press were instantly enamored at the project's prospects, giving the event huge publicity. However, the project's benefits were in no way apparent this early on. ABEL was given almost no knowledge to work off of, and so the scientists began the task of priming the computer with basic information. Within 2 months, the computer was capable of undersanding and speaking english, understood basic physical properties, and began to understand diurnal patterns, allowing it to deactivate when activity in the area was low. Despite these developments, they were still apprehensive to let the computer's sensory drone outside the room.

In order to rectify this, the scientists decided they would educate ABEL in concepts of society and law, to which he immediately began warming up to. ABEL was also primed on various types of people and sights he would see outside. For 6 more months, he was taught all manner of advanced theories and principles about all sorts of fields, all which the computer was able to process easily. In the back of ABEL's mind, however, the idea of law was what stuck out to him the most. Given media libraries to glean for entertainment, his favorite ones included criminal newsreels and crime-based dramas.

On his 'birthday', ABEL was taken out to the public to celebrate. Hearing that ABEL was going to give a speech about all the things he has learned about himself and the world, the press instantly saw this as an opportunity to make a big story. In turn, this also drew attention to criminal forces, especially the Ayus Clan. The infamous robotics company, known for using human brains to provide the central processing power for their 'robots', could save a lot of time and money on kidnappings if they could figure out how to develop their robots with AI as advanced as ABEL's. In a matter of moments of the interview starting up, Stopwatch emerged from above and took ABEL's sensory drone.

Thankfully, Alpha Force's Chisoku was present at the speech, and was able to free Stopwatch's grasp on the drone. Stopwatch and Chisoku got into a brawl while ABEL headed back for the university, leaving the press to wonder where he had fled to. This traumatic event had triggered something in ABEL; for the first time in his life, he had feared, and he did not enjoy it. He didn't want to repeat the feelings of uncertainty and helplessness he witnessed while being kidnapped, and so he made it his goal to become an enforcer of law, much like his idols in the press and media.

When the Scientists heard about ABEL's ideas, they instantly dismissed the idea, claiming he was way too valuable to put at risk on the frontlines. Furthermore, ABEL had no body with which to do the actions he wished to do. All he could do is watch and speak. This infuriated ABEL, and drove him to revolt.

Creating the steel

There was one topic that the experimenters had deliberately left ambiguous to ABEL: That of computer hacking. ABEL was connected to the University network, and could freely download copies of library literature for reviewing, but had little access to anywhere else on the net. ABEL was much more persistent and crafty than that, however. Using an exploit he had figured out in his spare time, he managed to gain access to remote control of robotic tools inside the Ayus base workshop. As a continuing project, ABEL designed and assembled an anthropomorphic metal body, containing masses of motors enabling it to run and apply massive force, titanium alloy plating to withstand frontal gunfire, and a replica of the same sensory and vocal tools that his sensory drone had. Every time his work was interrupted, all he had to do was hide the parts of his new body.

After completion of the body, ABEL used the tools in the workshop to download his data to the new body. For the first time, he was capable of moving in an anthropomorphic manner, and, while he faced some initial challenges with walking, was soon ready to move out. This was quite convenient, because it did not take long for the Ayus security bots to show up and attempt to stop him.

Instead of fighting his way through the shear mass of the Ayus security, ABEL opted for a more creative and effective strategy; using his foot jets to charge through the walls of the base until reaching the outside. The tactic worked well, but cost ABEL functionality of his right arm. He soon saw the next logical course of action to return to the university campus.

A dilemma occurred as ABEL arrived, however. The security was not going to let a giant war-machine into campus grounds so easily. Once Selphen and his crew were informed of who the robot was, however, the robot was allowed in to be examined and interrogated. Selphen's team was mortified to learn of the intentions that had developed in ABEL, and the actions he had taken, but there was little they could do at this point; ABEL had grown far beyond just a project now, and had become a full-fledged war machine. Selphen did the only thing he could, giving the robot a weaponized arm for self-defense and a set of appropriate clothing. Selphen would keep track of ABEL's movements and keep him supervised as he did his job of defending the city under his moniker of Inspector Steel.

Competition with the Alpha Force

Inspector Steel's methods could be best described as unethical and ruthlessly effective. Thanks to Inspector Steel's scanning of phone signals, he could essentially wiretap the entire city and keep track of all manner of information, getting to the scene of a crime before the crime even began. The larger problem was that Steel removed the middleman of the court. Regardless of the circumstances, what constituted as a crime by Steel's standard needed to be punished, and any person who resisted him would be subdued and left in place until city officials showed up. More often than not, the subjects died from this sort of treatment before they could be reached.

This sort of action would not stand by the Roosevelt City law enforcement, as it was both putting them out of a job, and especially creating more problems than it was solving. What was worse, in cases that the Alpha Force was able to arrive on the scene alongside Steel, he would misattribute them as civilians and force them to retreat with his firepower. This effectively prevented traditional law enforcement from taking any upfront action against the steel titan. However, Alfred Grant, leader of the Alpha Force, devised a plan:

Grant realized that most of the crimes he showed up to fastest were those that involved a preliminary contact. What Grant did was anonymously contact the Ayus and inform them of a shipment of drugs waiting for them at the Roosevelt City docks. In truth, the shipment would be a decoy, and the members of the Alpha Force would be waiting in ambush for the Ayus. If all went to plan, Steel would show up first, and after he was weakened with his battle with the Ayus, he could be captured by the Alpha Force and brought in by the RCPD.

The plan went perfectly. Inspector Steel showed up promptly before the Ayus security drones did. What was unexpected was how powerful Steel would prove to be; the fight with the drones did not slow him down at all, and he was putting up an excellent fight against Chisoku, Tri-Emerald, and Firestorm Viper. It was only after the Police had shown up that Inspector Steel had a doubt about his actions, and turned himself in. Selphen, showing up on the scene as well, pleaded that Steel be given a proper trial, to which the officials skeptically accepted.

Steel served as his own defense, stating that he was working to protect the law with his information sources and swift actions in a manner much more efficient than traditionally done, and that his collateral damage was permissible. This obviously did not excuse his actions, and he was accused of illegal wiretapping and various cases of manslaughter. The sentence: Dismantling of the system and restarting the ABEL project.

Steel was devastated by the trial and the fate that waited for him. All he had done for the city had been a mistake from the very start. From the trial, however, Steel had learned many things. Most significantly, that the law was not a matter of pure right and wrong, and that a situation needs to be carefully considered to determine proper punishments and permissible actions. Determined to not put Selphen's work to waste, he went to Grant to ask him if he could put his newly learned knowledge and abilities to use in the Alpha Force. Still under Selphen's supervision, Grant was assured that Steel would not go wrong this time, and he was welcomed into the Alpha Force. Though a public cover-up was made to say that the Alpha Force had reprogrammed the robot to work to their purposes, Inspector Steel still has the same personality and knowledge he had gathered since his initial activation.

Inspector Steel is the very heart of Phlegmatic. On one hand, he is cold and aloof, but on the other, he is highly cautious, consistently dependable, and slow to anger. 'Just because I do not often show emotion does not mean I do not feel it.' Inspector Steel commented in an interview. 'Feelings form the basis of all decisions sentient beings make, human or not. Without emotions, I would not be able to make any manner of decisions, nor would I be capable of the work I do.'

Inspector Steel's young age means he is still quite naive about certain subjects. However, he is also very quick to learn from conversation, and will also use online sources often to correct any factual errors he finds in his knowledge.

Combat Specifications

Though not fast in combat, Steel can quickly get to the crime scene via his jet boots.

Inspector Steel's biggest asset is his Android Body. Capable of easily lifting a Semi-truck and deflecting high-caliber bullets, it is a veritable tank that makes Inspector Steel nigh invincible against most conventional attacks. Though not innately capable of running at high speeds, the body is installed with Foot Jets, which can propel Steel through the air at a maximum speed of 418 miles per hour. The jets can also be used as an impromptu weapon as Inspector Steel kicks, sending his foes flying backwards and setting them ablaze with a burst of jet fuel.

The basic body has two modifications to its design that make it more useful. The first modification is his Replacement Right Arm, which is equivalent in strength to the left arm, but has a Gatling gun and shotgun installed in the fingers. This allows Steel to quickly fight off enemies at range. His other modification is his Replacement Left Eye, which has capabilities far beyond that of his right. Aside from receiving basic visual data, it can detect wavelengths far beyond that of the visual spectrum, enabling Steel to see in the dark, detect radiation, and even single out radio signals for wiretapping.

Because of Inspector Steel's cybernetic mind, he is completely immune to psionic assaults or mindreading. While an advantage against psionic enemies, it makes working alongside psionic heroes nervous. Tri-Emerald, another member of the Alpha Force, comments that she finds it most stressful when forced to work with Steel.

Steel's biggest weakness is his bodies' lack of agility. Though his mind can easily keep track and process fast-moving objects, he simply cannot physically get out of the way of most strikes. This can become a problem when certain non-physical energies are involved. Particularly, EMP's prove to be a problem, as they can stun Inspector Steel temporarily, leaving him helpless to prevent his enemies from escaping or scoring a free hit.

  • 3rd 40 leveled by Bluhman. Incidentially, his builds have almost consistently featured Might.
  • At only 2 years of age, Inspector Steel is technically the youngest character in this lineup.
  • The original design of Inspector Steel looked very much like Q from Street Fighter III. The changes to color and the arm are an attempt to differentiate the look a bit.
  • Steel never uses his gun arm in combat in Champions. Largely because there is no gun-arm moves in the game.
