Powers
Those with starlight power are able to create radiation and light projections. These projections can appear as lasers, shields, or bursts of energy which either heal or harm.
Starlight-powered individuals are also sensitive to life energy. They can sense living creatures through walls or across fields, and even see invisible foes.

History
Stephen's early career was as an anarchist who dabbled in terrorism. His current superhero journey is rife with conflict over his anarchist beliefs and trying to shake his past.
Early Life
Before he had superpowers, Stephen lived in Ontario. A highly intelligent member of the lower class, he excelled at working around the system to get what he wanted, but he never campaigned against it until falling in with the Hunter Patriots.
A strong family life made it difficult for him to become immersed as a terrorist, as his father was an insightful, nuturing figure and his mother advised him to follow her lead in having three jobs to support Stephen and his siblings. But Stephen's idealism was turning to zealous aggression, and he was carrying a torch for a Hunter Patriot squad leader.
Hunter Patriot Career
Stephen fought desperately for a position in the Raven Squad, led by Lt. Birch. Birch was a strong-willed and conniving leader, and Stephen quickly became her right-hand man, as he was pathetically loyal and obeyed her every order. The Raven Squad grew in number and prestige and relocated to the Canadian wilderness, where Hunter Patriots were working to steal VIPER technology.
But in the wilderness, the Brain Trust controlled the Hunter Patriots via telepathy. Stephen reacted badly to the mental manipulation, and turned on his commanders, accusing them of tricking the Raven Squad into becoming their slaves. Stephen nearly got the entire squad disbanded, but Commander Delamonte gave them an opportunity to prove themselves valuable in a raid on a top-secret VIPER lab developing super serums.
Lt. Birch abandoned Raven Squad, calling Stephen a fool who would never amount to anything. Stephen led the raid on the lab himself, to prove her wrong and try to win her affection. But nothing went according to plan.
Super Serum and Vigilantism
The Underground Clutch was a VIPER nest built, appropriately enough, underground. Hidden beneath a forested mountain, The Underground Clutch had a small team of scientists who condensed the life energy of three starlight-powered people into a single vial. A bigfoot and two humans were the murdered subjects, only remembered as SP-Entity 1, 2, and 3.
Stephen led Raven Squad on a raid of the clutch, but it was more heavily defended than anticipated. Only Stephen managed to enter the laboratory--out of ammo--with the rest of the squad holding off VIPER troops.
One of the scientists injected himself with draysha before attacking Stephen. Recognizing the effects, and knowing he couldn't handle a superpowered enemy with no ammo left, Stephen grabbed an unmarked glowing blue vial and consumed its contents, hoping it would power him up too.
Surprised at his new starlight powers, Stephen managed to subdue the draysha scientist and steal several cases of serums.
