Dr. Charles Montblanc II Is a former radiologist, weapons engineer, and sharpshooter of the VIPER army. Having since lost his lab position on account of his station being infiltrated, he has now turned to mercenary work and has mostly become independent from his former faction.
Origins
Education
Charles Montblanc II was born to Joan and Charles Montblanc during their vacation in New York. Having spent most of his time in Toronto, Charles was strongly pressured by his parents to become a physics professor, much like his father. Charles was scarcely happy about the pressure that was being put on him to succeed, and his chronic insomia didn't seem to be helping, either. Still, Charles eked by with fairly impressive grades, and soon got into Mount Royal University for a degree in applied sciences. He graduated with a GPA of 3.2 and, both unsure about what job to take and pressured by his parents, decided to continue his education as a graduate student.
At this point, years of pressure were beginning to catch up to Charles. He rarely had the motivational drive or interest to really bring anything of value to academic discussions, and the deadline on his dissertation was creeping upon him. Charles took drastic measures, managing to get his hands on a finished thesis by his colleague, Harold Gervais, and (with a bit of hasty modification) managed to turn it in for his doctorate degree. Through a bit of unwanted push from his parents and some hacking and cheating, Charles Montblanc II had followed in his father's footsteps.

Charles scarcely had any intentions to continue working in the academic field, however. In fact, most of his time spent during his youth and even during his years at the university, he had a much stronger interest in learning how to use guns and perfecting his aim. An avid visitor of firing ranges and a skilled player of paintball, his fascination with marksmanship was only matched by his father's scorn for his hobby. In any case, it was this marksmanship stint that eventually lead
VIPER to hire Montblanc for their operation at
Project Stein; his combination of firearms combat expertise and radiology could make him a strong asset both for the defense and research operations of their desert base.

Dr. Montblanc's faulty credentials certainly did not stop him from being somewhat productive as a researcher at the base. After he was personally responsible for horribly mutating 4 desert hikers, however, he approached the boss with complaint, questioning some of the ethics of his procedures. His boss, a viper fanatic by the name of
Victory Viper, kindly advised him to "look at job descriptions next time" and demoted him to a lab cleanup assistant. Long hours of sanitizing workbenches, washing test tubes, and managing mutant living quarters seemed to suit Montblanc's mysterious affliction of insomnia, though it was certainly no fitting job for his ultimate potential.
Of course, Dr. Montblanc's time at the base was cut short when it was infiltrated by heroes and the lead scientist of the project, Dr. Blank, was disfigured by his own mutations and killed in battle. With no other course of action available, Montblanc took a hazmat suit and particle rifle, making his escape from the base. Unfortunately, Montblanc was cut short by his former headmaster, Victory Viper. He was well-aware of Montblanc's shaky faith to the VIPER cause, and would attempt to use his specialized power armor to stop Montblanc dead in his tracks. On the other hand, Victory Viper was not aware of Montblanc's marksmanship, and he was quickly subdued by a quick burst of particle shots across his face and left torso. Victory Viper survived the barrage, but was permanently disfigured by his wounds, now refusing to ever take off his armor's helmet.
Montblanc made his way across the desert by night, eventually arriving at Project Greenskin a few ridges away. The UNTIL forces stationed there were able to patch up his light wounds and gave him a part-time job as a guard and lab assistant at their institute. Nowadays, Montblanc goes on extended leaves to used his procured weapons (and some he has developed on his own) to fuel his hobby, and do mercenary work to help test his new weapons and keep the desert locals safe. Montblanc can at least rest easy knowing he isn't using his science for the wrong thing now, at least.

Always a bit lethargic and a bit incoherent at times, Montblanc has always suffered from slight, chronic insomnia, which can cause him to make leaps in logic and errors in calculations. However, he definitely has formidable mental capabilities, considering that he actually does understand a great deal about particle physics and radioactivity.
Montblanc holds himself in very low regard, generally. He's often quite bashful and makes little attempt to doll up his educational background. Even when talking about his skills in shooting, he does not like to elaborate that much. Still, he does have an impressive knack for giving solid critique of others techniques or ideas, and has been cited to be a rather effective mentor.

Combat Specifications
Montblanc's Jet Boots, though he intended to enable him to fly, only let him hover a foot above the ground at high speeds.
Montblanc's physical capabilities are nothing out of the ordinary. He is a little clumsy, though, and couldn't dodge a punch to save his life, but his skill with ranged weaponry is truly formidable. Most skilled with weapons without recoil, he can still use a 9mm pistol to hit a moving target dead-center at 120 feet away reliably. Montblanc isn't athletic when it comes to movement, but he has plenty of tools to help him get around. His
jetpack enables him to fly at speeds nearing 40 miles per hour, and his
Experimental Jet Boots, though they don't actually let him fly, do allow him to hover above the ground at speeds nearing 75 miles per hour.
Usually, Montblanc enters battle quite well-equipped. His armor of choice, due to it being both the only thing available and a valuable asset in the atomic wastelands, is his Hazmat suit. Designed primarily to ward off radioactive waves, it has been reinforced with both lead-questionite alloys and asbestos fiber to make it physically durable, heat-resistant, and radiation-resistant. On the flipside, Montblanc's weapon of choice is his Particle Rifle, which fires continuous particle beams at his targets. His rifle is a reliable weapon, combined with his natural talents, but lacks punch. Through repeated tweakings, Montblanc has manged to 'upgrade' the rifle to have a shotgun-like burst, sometimes causing his weapon to overheat.
Montblanc's main use on the battlefield, he has found, is his Utility Belt. His belt mostly holds practical tools, including medical salves for healing allies, smoke-bombs for quick escape, weapon modifications to give his guns a small, extra punch, and radioactive serums that can give allies a jolt back to life or a super-charge.
Misc
- Montblanc's hazmat appearance is largely inspired by the hazmat suit worn by Enclave scientists in Fallout 3.
- Montblanc's also probably the only hero I have with no central color scheme. Which is probably why his bio box is still stuck with default colors.
