Haruspex

Haruspex is one of the most powerful psychics in Millennium City. As a mercenary-for-hire, he makes his living by tormenting his targets mentally, until psychosis sets in. Although he is usually considered a "blue collar" criminal, Haruspex has been known to hatch his fair share of evil schemes on occasion.

Origins
As of right now, only the following is known about Haruspex's origin's: Ray Stevenson was an average West Side purse snatcher, doing what he could to make a living, when he was hit by a car in a hit and run accident. He most certainly would have died, but by some freak twist of fate, he wound up being rescued by agents of PSI. The man was then put through a number of unknown surgeries and experiments, possibly in an attempt to make a sort of "psychic super soldier".
While we don't know much about how Haruspex was created, we certainly know what he is capable of. As a superhuman gun for hire, Haruspex is a fairly well-known name in certain circles. While he mostly sells his services to the highest bidder, he isn't afraid to take up his own personal agenda, and has been known to turn a few "routine jobs" into lifelong grudges.
Powers
Haruspex's abilities greatly mirror those of Jason Miller. However, Haruspex doesn't seem to possess the strong control over physical pain and strength that Oracle does, making him a slightly weaker mirror image.
History
Early 2013
Jason Miller kicked off the new year as the target of an attempted assassination. Haruspex attacked him on his way to the Oracle Foundation offices one afternoon. Jason fought the attack off, but not before realizing that the two were nearly perfect matches in combat. This only added to Haruspex's desire to see Oracle dead.
On their second run-in, Oracle was more prepared even though Haruspex had been stalking him for weaks. Oracle easily defeated the assassin one-on-one, and Haruspex was sent to prison.
