New Order Legion is a terrorist organisation devoted to completely destroy current political and social order, and then to replace it with their own - where strong will rule and weak will obey.

NOL ideology is based on social darwinism. Initially this organisation declared superiority only for superhuman beings. Recently NOL changed their policy accepting baseline humans as well. Nowadays NOL makes no differences between metahumans and baseline humans, as long as they can prove superiority and strenght in overcoming any obstacle.

NOL claims that mutants are logical next step in human evolution. Organisation counts also any fully sentient and self-aware synthetic being as a part of this next step of human evolution, as long as this mechanoid was built by humans, mutants, or NOL. Organisation opposes to any kind of superhuman registration, or forced dismatling of sapient robots. First is perceived as an act of oppression and slavery, while latter is considered a murder. Lack of full rights given to sapient machines is also considered an act of slavery.

In theory it seems that NOL wants only a fair treatment for mutants and some mechanoids, in practice their ideology proved to be far more aggressive, and centered around making them an upper caste of new society, while others would be forced into servitude. New Order Legion claims that "old" mankind is flawed, and should be replaced with superior beings in power over Earth.

Another cornerstone of NOL ideology is their declaration of superiority of Earth and mankind over everything else. NOL are Earth supremacist, very often hostile to any extraterrestial and extradimensional beings. Organisation counts post-human mutants and mutates, as well as mankind-originated syntetics, as a part of their definition of "mankind".

NOL resurfaced fairly recently, in 2012, starting from terrorist attack on IHA bureau located in Prague, and followed by recent attack on IHA office in Millenium City. This latest one, performed on 5 January 2013, left many civilian casualties, as organisation used laser guided bunker buster missile for bombing IHA local headquarters.

NOL is openly hostile towards IHA. and their supporters. Organisation is also hunted by UNTIL, PRIMUS and other law enforcement agencies.
Strangely, for some time NOL were also making aggressive moves towards ARGENT and VIPER, though reasons aren't known to anybody except high-ranked NOL members.
To make things even stranger, recently NOL were also working with ARGENT.
New Order Legion is also hostile to any extraterrestials, extraplanars, or non-human species of the Earth, with only exception being the manimals, who are seemingly considered mutants and might be recruited into NOL.

NOL funding is made mostly by Haywire. He has an abundance of money, making it mostly by selling tech and advanced weaponry to criminals, terrorists or dictators. Depending from what his customer wants it may be a conventional weaponry, or even things like pulson and laser rifles. Or railguns and power armors - just name it.

He doesn't sell things directly, as he's perfectly aware that no too many people would buy anything from him.
Haywire is making use of intermediate steps like dummy companies and criminal groups. Most of his financial resorces are kept on bank accounts made by dummies or secretly bought out companies. His strategy is to distribute money between large number of such accounts, not linked to each other, just for making things more safe.

The Supreme Commander of the New Order Legion, Lord Haywire was known to both UNTIL and PRIMUS as a beta level villain, mostly for gathering dangerous tech, like scavenging leftovers from operations againts Mechanon or Dr. Destroyer. He seems to be the founder of the NOL and to this time the most powerful member of organisation.
Nothing is known about Haywire's origin, though at times he seems to have a grudge against ARGENT.
He's also known for his past attacks against UNTIL and PRIMUS squads, as well as for assaults made againts ARGENT and VIPER.

Real name Klaus Ulrich Donner, citizen of Austria, and a mutant with powers of flight and electricity. He's a second-in-command in the New Order Legion. Former military member, Klaus was known as a hitman and mercenary long before he allied himself with NOL.
According to UNTIL, he may be responsible for planning of all recent NOL operations.

Aggressor Units are standard footmen of NOL. They are almost always organised in squads consisting of five soldiers with regular weapons and a sixth one with heavy support weaponry. Usually they are equipped with pulson rifles, albeit their weapon is most often charged and set to kill.
In terms of training, equipment and firepower, they are close equivalent to the UNTIL or VIPER soldiers.

Pecularity of Aggressor Units is their design. Each of them seems to be fully sentient and self-aware. It's very likely that they are loyal to Haywire because they are either terrorised or indoctrinated, not because they are programmed for loyalty.
Aggressor Units are never issued with built-in weaponry, their equipment, including jet packs, is worn or hand-held.
All of them are also equipped with explosive charges inside their skulls, what makes reverse engineering their brains impossible - every time when Agressor Unit is dead, or forcibly disabled, it explodes leaving only a shattered and melted mass of synthetic neurons.
UNTIL speculates that Aggressor Units may have personality backups made before every deployment, but there is no direct proof for such practice.

Aggressor Units may be also built with fake human bodies allowing them for undercover operations.

NOL military resources and technology:

First things first - everything you are reading now is classified confidential. One copy is for your desk, one was sent to PRIMUS. Another one goes to MARS, just in case.
You are allowed to pass it only to non-rogue metahumans and only after making sure that they can be discreet about it. Anyone else is not needed to know.

Reason for this writeup is to give you a clear idea what we should expect when facing them in the field. NOL standard deployment and operational practices are quite different from anything you can expect from VIPER.

Our sources are few NOL defectors. Five of them, to be exact. All of them are artificial lifeforms, one of them is a former high-ranking NOL operative. We consider their intel quite believable.

First, NOL is an illegal army.
They may not be the biggest one, but it's an army nonetheless. The closest equivalent would be Warlord's private force, but NOL standard troopers tends to be better equipped. They are organised. They have clear command structure and they don't do things by accident. Once they are deployed there is always a reason - and it's a better one than a bank robbery.

Secondly, NOL training and equipment are based around guerilla and city warfare. They don't fight in an open way and aren't focused on staying power - unless they are deployed in defense. But even then, their operational mode is to delay aggressors long enough for evacuation.
They don't use tanks or gunships, for example. NOL powered armor are a rare sight and low in numbers.

And last, but not least - they are trained to fight metahumans. It's a one of the most important things in their training. Standard practice against enemy metahuman encounter is to spread groups, to avoid heavy losses from area attacks. Soldiers are trained to remain within range of their weapons, so they can give support one to another. Breaking line of sight and taking cover is also in their tactical training.
When they are deployed in defense, there will be a power dampener unit nearby. NOL dampeners aren't different than models used by us or in Strongholds. They are big, definitely non-portable, and mounted on trucks. Along with power generators.

You can also expect a fire support team and a specialist or two, for dealing with people who can't be shut down with power dampeners. Like headshotting magic users. For example.

But in the end, they are low in numbers. NOL troopers are never deployed en masse.

All NOL technology is adapted for such tactics.


NOLSecurity.pngSecurity measures:

NOL is illegal and not very liked by anyone else. They had an open conflict with ARGENT and they are still at odds with VIPER. They can't survive without paranoid levels of security.
All NOL communications are encoded at different levels. Encryption keys are 64 characters long alphanumerical sequences, changed on a weekly basis. In case they were compromised and there is at least a slight possibility that their members were captured, all codes are changed. Across all their network. It's an emergency procedure.
No communication goes straight to the home base. It's a relay based system. Connect to one relay, then it will connect you to another one. Encryption key will change from one relay to another. All relays can be destroyed via remote control. It's also possible to redirect connections from one relay to another, bypassing compromised ones, but keeping the whole network operational.
NOL are kings of paranoia.

NOL uses portal technology for transportation. This is relatively new. Year ago they were using conventional measures with only few teleporters reserved for their upper command.
Portal calls are also encoded. You don't have right codes - you can't request a portal. More, if you don't have transponder broadcasting yet another code, you can't even pass through their portals - the gate will be intangible for you.

Encryption keys for communication, portals and personal transponders are not the same. It's a three layers deep security check. One code is for communication to call portal. One code is for actual call - this one is sent with soldiers coordinates. Third code is for transponder.
And of course every single soldier has a different, personalised, transponder code.

In case of being compromised, all codes are changed at all levels. As soon as troops are back in the base.
Now you know why this system wasn't cracked. Number of possible permutations is simply too high.

But, even provided you were lucky and managed to get through the portal - it's only the beginning. You see... Nobody goes straight to and from NOL home base. Portal leads to some kind of remote location where arrivals are confirmed by security teams. Then, and only then, a new portal is opened and they can go straight to the base.


NOLDesign.pngDesign philosophy:

NOL equipment isn't built to be fancy or expensive. It's cost-effective and simplicistic, if not crude. But it gets job done. They can afford to lose a few soldiers here or there. It's all expendable. Some of their toys are, however, quite advanced by any standards. Those are never deployed in large numbers.

This philosophy goes down to manufacturing. From what we know, it's all parts manufactured by legal companies and then secretly bough, transported to NOL safehouses and assembled. Many of their toys are built from standard components you could find in conventional equipment.
Only things produced in their home base are the most advanced ones.
Sometimes it's split. Advanced components are manufactured by NOL and the rest is bought.

Now let's get to the equipment.

Standard NOL footman. Model four, first version, first upgrade. Nothing tells more about NOL design practice.
Those guys are partially built from medical components used in cybernetics - skeleton and muscles. Power unit is standard power core possible to find in our or VIPER armor. Or in civilian deep sea advanced diving suits. Rechargeable from any source of electricity.
They aren't superhuman. They do have certain qualities, like almost no need for sleep, can't be physically tired, don't breathe, don't bleed and have advanced optics. But that's pretty much all. Their plating is an exact equivalent of our or VIPER body armor.
Otherwise it's like fighting humans. Their reflexes, strenght and wits are within human norm.

They are made precisely to recreate human way of thinking, reasoning, learning and behaviour. Each one of them is sentient and sapient. Immune for EMP and technopathy, but vulnerable to telepathy. Can feel pain or fear. They do have eldeitic memory and can learn very fast. But they still need time to learn thing.
Much less time, however. An aggressor unit with few weeks of training is an equivalent of a human trained for months.

Aggressor units never have any weaponry installed inside them. All their guns are always hand-held. Even their armor and jetpacks are worn. Reason is to keep them cost-efficient. NOL can upgrade bodies and then put them into the same standard armor. Organisation also employs human soldiers. This way they can keep all equipment unified across their organic and synthetic members.
It's all about logistics.

In terms of training, raw recruits are on pair with us or VIPER. Veterans are much better and are very, very clever.
Problem is, they all look the same. There is no way to tell if you are facing recruits or veterans.

Their morale also differs. Autonomous units can't be programmed, so they have to be indoctrinated into obedience. It sometimes works and sometimes don't. They are somewhat forced to behave with explosive microcharges installed in their skulls.
But some of them will surrender to us as soon as they are sure that we can scramble primers and remove it from their heads.
On the other hand, some of them do believe in NOL ideology. Especially officers and operatives are fiercely loyal. Don't bother with offering surrender to anyone with rank above basic grunt. The single one ex-operative working with us was an exception from the rule - she never had her brain wired with explosives and her indoctrination has failed.

And don't feel sorry for killing them, because they all have brain backups made before every deployment.
They can die and still accumulate knowledge. Only those surrendering to us, considered traitors, are denied rebuilds. Their backups are destroyed.

That's it - NOL reward for soldiers loyalty is immortality.
As long as you are following orders and organisation has resources for rebuilding you, you cannot die. You will be upgraded with every new version of the body, since brain is the same model in every generation.

Aggressor units are deployed in squads of six people. One is squad leader, his function also doubles as communication specialist. One is heavy weapon specialist. The rest are issued standard rifles. Three squads are one platoon, three platoons are one company.
Nothing fancy here.
There is one additional support team for one platoon and one extraction team for one company. Extraction teams are guys deploying their portals and providing transport. If there is only one platoon deployed, they will also have one extraction and one support team.
Support team may include snipers equipped with cloaking devices.

Their lowest rank is rifleman. First command rank is team leader. Above leaders are supervisors. Next rank are coordinators.
Separate rank is operative. Operatives are specialists like assasins or spies. They are answering directly to NOL central command.
All ranks can be split into three grades. NOL isn't big enough to have any need for more complicated command structure.

Operatives have no markings. Other ranks wear insignia painted on shoulderpads. One insignia per one grade. Riflemen wear horizontal bars, leaders chevrons, supervisors and coordinators are sporting vertical bars. Coordinator's shoulderpads are either gray or white.
For example, three chevrons marks leader 3rd grade.

Aggressor units are never sold to anyone. They are considered NOL members. On the other hand, organisation can lend them as mercenaries.

How advanced is their weaponry, it depends from deployment. Most of the time NOL carries conventional rifles, their favorite choice are Kalashnikov family. A good general rule for them is - whatever is easiest to maintain in this area. If for some reason M4 seems to be more practical, they will go with M4. Same goes for their support weapons.
However, if NOL are expecting resistance from us, VIPER, or anything comparable, they will be equipped with something better.


NOLDesignPulson.pngPulson weaponry:

There are few quirks of NOL pulson technology unique to them. First is feeding system. They aren't using rechargeable batteries. Instead energy for every shot and reload cycle is contained within one single capacitator. I'll call it a cartridge. Those cartridges are rechargeable and if you pick them you can use them again. Every soldier is also issued with a loader for empty cartridges. Loaders can be plugged into every power grid.
Of course not every grid has enough power to recharge pulsons.

Why it was made that way?
Cartridges are shaped in a way making possible to use them with NATO or Warsaw Pact 7,62 mm magazines. It means that NOL don't have to produce batteries and can roll with aftermarket magazines. By changing magazine well you can adapt their rifles from STANAG to Russian magazines. Also, they are issued with adapters for our or VIPER rifle batteries. All you need to do is to detach magazine well, plug adapter, and then plug standard pulson battery.
Quite clever, if you ask me. They can use enemy supplies anytime.

Second is how their weapons operate.
It's also inspired by conventional firearms. Put magazine inside, reload, cartridge is in the chamber. Pull the trigger and hammer goes into where would be a primer on a ballistic cartridge. It closes energy circuit. Part of energy is used for shot, part for electromagnets repulsing bolt and ejecting empty cartridge. Simple, but hard to break and realy idiot proof. Also, because of this mechanic their rifles have full auto fire option.

All NOL pulsons are potentially lethal and because of how they work, they don't have multiple power settings. What goes from the emitter is always at max shot power available from the cartridge. It's not made for stun, but to maim and disable. Often to kill.
Their pulson fire has very distinct look. Because weapon cycle is very short, it doesn't fire beams. It's a bolt of charged crimson red energy. It causes considerable kinetic impact and can break bones, it also leaves nasty burns.
You don't want to be hit from this weapon. It will most likely burn through conventional bulletproof vest and will break your ribs. Headshots are pretty much lethal for baseline humans.

Range is slightly above ours or VIPER guns, but accuracy is lower.
NOL guns do have recoil and weapon mechanic also doesn't help. In the end effective range is comparable with our weapons.
On the downside, NOL pulsons are prone to overheating. You can go full auto, but firing more than half of a mag in a series will shut your weapon down for a few seconds. And you will not be able to go full auto again until it cools enough. There is a very simple safety measure, a thermo-deformable circuit breaker, preventing you from shooting when weapon is too hot.


NOLPulsonCarbine.pngM2A1 Pulson Carbine:

Standard NOL pulson rifle, upgraded few times. Best described as a pulson equivalent of Kalashnikov rifles. It's slightly too heavy, but it was made for aggressor units so it doesn't matter. It has a simple non-adjustable optical sight and a mounting for bayonets or grenade launchers. Or both at once, if you fancy.
Made from stamped sheet steel and very durable. Anyone who can break it is probably a good candidate for Darwin Awards.
How many times you can fire depends from the magazine. NOL standard is 33 rounds 7,62 mm Kalashnikov one.

It's also sold by NOL on the black market. The way how their pulson tech operates makes it very suitable for shooters not accustomed to pulsons. It's also cheaper than competition.


NOLPulsonPistol.pngM3A1 Pulson Pistol:

M3A1 Pulson Pistol
Or rather pulson revolver. Fires the same cartridges as rifle but loaded into drum. Its mechanical half is basically a double action only revolver. A single drum takes eight cartridges. It's loaded by taking drum out of the gun, so you can reload by changing drums.
It's a very simple weapon, but it packs the same punch as its rifle sibling. Its shorter range is mostly because of accuracy issues than because of energy loss. It's quite heavy and large for a sidearm. Not a very subtle design. But congratulations to anyone who manages to break it.

Also supplied by NOL to their customers.


NOLSupportGuns.pngSupport energy weaponry:

We are calling them "ghostbuster guns" because they are all powered from rechargeable backpack power units. There is only one backpack battery model used by NOL for all their energy support weapons. Range for both is comparable with pulson rifles, but accuracy leaves a lot to be desired. It's a fire support tech, it's not meant to be fired at single person.

Both weapons are marked as experimental models, but all are deployed in the field. Either NOL are running final tests, or in their terminology XM marks any non-standard weapon. Those guns are usually given only to soldiers in fire support teams. Though if there is only one standard infantry team deployed, their fire support specialist may be given a one of these.

None of their energy support weaponry is sold to anyone. NOL keeps this technology for themselves.


NOLSupportGunsKinetic.pngXM3A Kinetic Pulse Projector:

There is one ASPRA registered heroine who's a NOL defector. This gun is hand-held version of her built-in weapons. Not as advanced, but cheaper and can be carried by anyone. It's also much larger, heavy, bulky and it always operates at maximum power output.
Doesn't has auto fire option - which is good, because it's very prone to overheating.

It also produces very bright crimson energy bolts and is very loud - this piercing crackle can't be mistaken with anything else. Shooters are issued protective googles, because looking at emitter flash up close can blind for a few moments.
This weapon also has a very strong recoil. Strong enough to require a pair of pneumatic absorbers installed under the emitter. Otherwise this weapon could be fired only from a stationary mount. A single backpack battery is enough for thirty three shots and then it needs to be either rechared, or replaced.

So, why to use it? This weapon is a monster. It's a NOL anti-brick and anti-power armor solution. According to our experts, NOL had to either reverse-engineer Gadroon technology, or somehow obtain its other alien equivalent. This weapon projects short-lived, three feets wide, cylinders of directed kinetic pulse. It punches target with strenght comparable to strongest metahumans. A very practical and clever part of its design is that said kinetic pulses are quickly dissipating after hitting tagrets. It doesn't go too far through the target.

How strong it is? We were testing two captured examples during the last Destroid invasion. Hitting a roughly human-sized target is very hard, but no single Destroid was left operational after a one shot. Their plating was mostly intact, but all internal systems were shattered.
We also had a chance to see what was left from VIPER's powered armor hit with this weapon. The best defense against this gun is to not being hit. Unless you are really invulnerable.


NOLSupportGunsNeural.pngXM5 Neural Disruptor:

That's something completely opposite to the previous gun. It's almost as large and as heavy, but it has no recoil. It has no auto fire option and it's probably the only NOL energy weapon not prone to overheating.
One backpack power unit gives it enough electricity for twenty five shots.

It's also completely non-lethal.

Neural Disruptor projects one feet wide cylinder of waves disrupting frequencies of human nervous system, especially the brain. It fires no visible beams or projectiles, but its buzzing sound is a rather distict one. Also this hexagonal pattern on front of the emitter is quite unique for this weapon.

It's made for fighting opponents who can shrug off brutal force. It doesn't kill. It merely gives you a terrible headache and renders you unconscious.

In case NOL were fighting anyone with other brainwave frequencies, this weapon has secondary scanning mode. Point it at something, scan, and then you will have a handy readout of your target brainwaves. Now you can set your gun to this spectrum. Mentalists have a really hard time being hit with this weapon. For some reason it works better against them.

Individuals with a very strong will can remain conscious, but not in a fighting shape. The best way of protection is either to not get hit, or to shield yourself with waves of a frequency nullifying disruptor's pulse.


NOLHeavyGear.pngHeavy equipment:

In general, NOL aren't employing tanks and gunships. If they do, it's an aftermarket conventional equipment. Their portals are eliminating any need for long range transport vehicles.
Their heaviest non-conventional technology is rarely deployed and usually it's used only in defense.


NOLPowerArmor.pngM1 Mechanised Protection Kit:

The only original power armor in NOL service. If they have anything else, it's either our or VIPER captured equipment. Base frame is as conventional as you can get with this kind of machine. Many parts are interchangeable with us or VIPER. It can be also used as an EVA or deep sea diving suit.

It's heavier and slower than other models, but better armored. Armor plating is not an integral part of the design. You can swap plates, making it either less armored and faster, or even more armored and slow.
You can also mount reactive armor on top of it. But it will make M1 even heavier and slower, so this option is almost never used.
Construction is modular. If they have a team of these deployed and some of them are damaged, it's possible to take parts from the most damaged ones and patch up the rest using only a simple toolbox.
M1 armor comes with the jetpack, but because of it's weight it can't fly at longer distances.

Other unusual things?
Back power module is pretty standard, but it can be detached and replaced with diesel engine power generator. It depends from for how long they are supposed to act and what kind of supplies they can expect in the area.

It has no built-in weaponry. M1 armaments are hand-held guns made as delayed blowback operated semi-auto rifles fed from box magazines. It's actually not as stupid as it sounds. M1 armor already increases users strength, so reloading and firing a 37mm cal rifle is not a problem. It makes soldiers training easier, because it's like using regular rifle. You can swap weapons more easily. And if one armor is disabled or destroyed, teammates can pick up its weapon. It's also cheaper and more durable. There is no miniaturisation to worry about.
And you can have a really long barrel with this kind of weapon.
The one deployment where M1 were used against MARS squads had all MCPD pinned because MARS power armors were outgunned at range. This time M1 were issued with 50mm cal rifles.

This kind of armor can be also equipped with NOL energy weapons - from oversized pulsons to their "ghostbuster guns".

M1 armors are deployed in teams of three to five people. Inside there may be a human, or an aggressor unit. Suits are more worn than actually piloted, so training cycle for their crews is quite short. These machines are as simple and expendable as you can get with equipment like power armor. To this time never a more than one armored team was deployed at once. Within NOL structures powered armor is considered a heavy support.

NOL sometimes sells M1 suits. Of course, it's an expensive buy. Simplified or not, these things are still powered armors. Not everyone can afford it.


NOLSpiderTank.pngXM1 Theta Unit:

A heavy gun drone used for defending camps, safehouses and portal sites. It's never used in offense.

It's a small, unmanned, spider tank with modular construction. Much like with NOL powered armor, it is possible to swap parts betwen machines using only a base toolbox. It has eight legs and two pair of arms for moving objects and obstacles. It can climb pretty well. It can be equipped with reactive armor and is already quite well armored, for a something of this size.

Their brains and nervous systems are made with the same synthetic nerve tissue as autonomous units. Unlike humanoid soldiers, they aren't sentient or sapient. Their level of intelligence is comparable to trained animals, but they certainly have no personality. They can learn simple things. Theta units are taking orders only from NOL officers issued with control codes. They will ignore anyone else and are set to attack anything without NOL friend-or-foe system transponders.

Sometimes there may be a "manned" version of this unit. In this case its brain was removed and a head of an autonomous unit was installed instead. Those "crewed" ones are more dangerous and if you see theta unit acting smart instead of firing at everything that moves, it's probably a one of them. Apart of behaviour there is no way to tell a manned version from an unmanned one. They look the same.

Theta units are powered either by rechargeable batteries, or by diesel power generators. If deployed in bunkers, they are powered via armored cables. Destroying cables does little good, because it's used only for keeping their internal batteries full. It takes a few hours before this thing will shut down with power cable detached.

Theta is one of Greek letters symbolising death and this drone lives up to its name. It has no built-in weaponry. Instead it's made with few weapon mounts. It has one weapon mount in every leg, one in every arm, and one on the front and the rear of its hull. All weapon mounts have independent targeting sensors and this thing can fire every weapon independently.

It's not meant to carry cannons. Weapon mounts can't take anything bigger than 0.50 cal machine gun. But it's enough. It's a relatively small target that can move as fast as running human. Its armor is equivalent of a light armored vehicle, but it's hard enough to hit it with any anti-vehicle weapon. Thetas are smart enough to not stay in open areas for too long and to break line of sight.

Theta units are defensive measure. They are deployed in squads up to three units in places where they can make the best possible use of their arc of fire. Just imagine facing them in a building or in a city. Either bring gunners good enough to snipe it at longer distance, deploy powered armor, or call metahuman help.
On the bright side - they are never deployed in offensive operations.

Theta units are never sold to anyone. NOL keeps them for themselves.
