"They were the nobodies of the super community; freaks and outcasts, working far from the eyes of the official authorities of Millennium City. Alone, they wandered the streets, many frightened and hunted or feared and despised. One man would bring them together. Together, they could make all the difference." - The Conclave #1

Adam Arcane
Founder; admitted January 10, 2013; Tales of Mystery #140, "The Conclave"
A defrocked mystical master doing penance by bringing aid and comfort to the "lower end" of the super-community; the "freaks", the outcasts, those with powers thrust unwilling on them. As Coordinator of the Conclave, he oversees, and often initiates, all operations and security in the Sanctum that is used as a loose headquarters.

The Morrigan
Founder; admitted January 10, 2013; Tales of Mystery #140, "The Conclave"
Orphaned in the fires of Dr. Destroyer's attack on Detroit, the Morrigan spent her life training for revenge against him and his kind, using a hi-tech suit and her connections to her secretly owned information brokerage, FactQuest. Has since retired as active Field Leader to follow her own pursuits, but is still available at dire need.

Neon
Founder; admitted January 10, 2013; Tales of Mystery #140, "The Conclave"
A brilliant but anti-social British technology genius, Neon was funded by the Morrigan to create her gear and work on his own battle suit. He is available for scientific consultation at his whim and his alone, often barging in, fixing a problem and leaving again with a minimum of conversation.

Ballistic has survived countless physical augmentation procedures to increase his strength, stamina, agility and senses, but most importantly, his speed. He was created by a nameless government black ops group, but broke away when they began treating him as an assassin. Behind the scenes, he was instrumental in the creation of the Conclave.

admitted February 5, 2013; The Conclave #7, ""
Created in 1932 as The Brass Butler, Albert Widgetsworth served in the employ of various dignitaries over the years, including Wilhelmina, Queen of the Netherlands for a short time after World War II. He managed the household of the ill-fated super-team, The Paladins, from 1968 until their disappearance in 1979, whereupon he retired. Adam Arcane has recently convinced him to come out of retirement to manage the headquarters of the Conclave. He is legal guardian of Go-Metal.

admitted April 25, 2014; The Conclave #45, " "
Originally Go Girl, this Japanese robot was created to protect those islands and the world. But the death of his daughter caused her creator, Kanade Yoshiro, to mentally collapse, treating the robot as if it was his lost child. Upon his death, Go Girl was sent to Millennium City, where an associate of Dr. Kanade, Albert Widgetsworth, assumed guardianship for her upbringing. Soon after, she discovered the band, Babymetal, and became their biggest fan, dressing in their style and changing her name to Go-Metal.

Inspirations and Creator's Notes
I always loved the Defenders concept of a "non-team", just a loose confederation of heroes hanging out at Dr. Strange's Sanctum and throwing together when necessary. No meetings or line-ups, you never knew who might show up.
The original members have a vague (but intentional) resemblance to the Five Man Band trope, with Adam Arcane as The Leader, The Morrigan as the Lancer, Neon as The Smart Guy, Monster as The Big Guy, High Wire as The Chick and rounding off with Professor Kilimanjaro as The Mentor and Ballistic as The Sixth Ranger.
