Growing Up
Unlike other villains, Delia had a normal life growing up, her parents where ordinary people that raised her well. Delia was recognized from an early age as being a genius, and her genius was nurtured while she was growing up. She fell in love with Joseph Alicius in High School, and they where married after graduation and moved to Detroit in America.
However their happiness would not last, Delia learned much to her regret that she and Joseph where incapable of having children together. And to make matters worse, Joseph was killed during the Battle of Detroit, leaving Delia alone. She tried to continue working on her studies, graduating at the top of her class in genetics.
Following this, Delia was approached by VIPER who offered her a job at their newly established Mamba base on Monster Island, she took on the name Dr. Dendroaspis.
Project Diamondback and Delta-2
VIPER wanted Dendroaspis to create a Super Soldier project with superpowers in order to infiltrate society and performing assassinations on targets on VIPER's list. However most of the initial subjects created as part of the project died because of complications as part of the process, which nearly cost Dendroaspis her own life. She was then provided DNA by a Mutant free agent from a child who she said would make a powerful agent for VIPER. This test subject succeeded, creating a girl capable of absorbing memories and life force when she makes skin contact, she was never given a name, referred to in the records as Delta-2.
She spent the next 5 years using VIPER's technology in order to mold and craft her mentally, but Mamba base was raided by PRIMUS' Snake Hunter Unit, and they took Delta-2 away.
Confrontation with Kira
12 years passed, then Delta-2, now known as Kira came to Millennium City and started causing trouble again for VIPER. Dendroaspis used the creations of another VIPER scientist as her minions, and attacked a Museum in Millennium City in order to draw Kira out. It worked, Kira went to the aid of the Museum with her friends from DE:LTA, they pushed Dendroaspis and her minions out.
She later targeted the WCOC Station in Millennium City in order to draw Kira's attention again, and later in a small base alone. The exact reason why she has been after Kira has not become obvious. She was later arrested and escaped from Jail, not before leaving behind a journal for Kira to find. After several more missions, she and Kira had their final showdown in her secret base on Monster Island, Dendroaspis having abandoned her VIPER connections to finish this personally.
After she sent Dendroaspis to Stronghold, Kira found more journals depicting more creations of Dendroaspis.
Personality
Dendroaspis is a mastermind, using her minions and intelligence in order to perform crimes, she is also borderline obsessive, targeting Kira specifically for whatever reason. She has also been referenced as having a strong dislike of non-humans, using them only for her own evil purposes, more obsessed with the improvement of humans.

"She believes that experimenting on animals is beneath her and a waste of her talents, the lizardmen are probably not a result of Project Diamondback."-Kira commenting on Dendroaspis' bias towards human experiments.
Creations
Kira: The first successful creation of Dr. Dendroaspis, Kira was created using DNA from a Mutant child to give her the ability to drain life force and memories. Dendroaspis has been shown to be resistant to this ability however.
Blackbird: One of the later creations, Blackbird remained loyal to Dendroaspis unlike her older sister Kira. Created to be a telepath, the process resulted in the unexpected side-effect of making her a toxic telepath, her abilities leading to the death of the target in a matter of minutes.
Weaknesses
Only Human: Despite her belief in the superiority of superhumans over normal humans, Dendroaspis has no powers of her own, preferring to use guns.
Sociopath: Dendroaspis cares little for the lives of those under her or for civilian lives, and will willingly sacrifice her minions in order to achieve her goal. The only ones she seems to care about is her own creations.
Notes
Dendroaspis' name comes from the family name that includes the Black Mamba, one of the deadliest snakes.
