HISTORICAL RECORD
Victor is a relic from the super-human arms race of WWII, designed by the Soviets for superhuman speed, strength, and reflexes. He was created in 1939 and accelerated to the age of five by the scientists working on the project. Further age progression was deemed psychologically unsafe due to prior testing on other projects, so he and his twenty genetic siblings were placed in an advanced training facility somewhere outside of Moscow, with separate barracks for males and females. Each child was given a name based on a soldier's virtue, essentially designed to embody the characteristics and goals prized in a soldier. While not all of the children possessed the same abilities as Victor, they were designed to operate as a cohesive team unit. Community and cooperation was stressed to the children, while at the same time martial combat and tactics were taught to them by spetsnaz operatives.
Over the next year they learned to serve in their capacity as soldiers for front line environments. At the age of six they were tentatively deployed in an attempt to stem the tide of the Nazi Ubermensch, serving largely as hidden escort to sensitive troop movements, as spies, and as assassins. Only two fatalities were confirmed from this unit (one from exposure to mustard gas and another from indirect explosive trauma) during the war, despite their involvement in some of the fiercest Soviet engagements. The war record of these meta-human Soviet operatives was the focus of intense secrecy and cover-up, especially after 1947. However, there are reports of some of the children interacting peacefully with soldiers fighting to defend France. There has not been public comment from any involved Heroes of the era into any interactions they may have had with the children, however a supposed leaked video of the unit has been posted online (and naturally within 24 hours the video was put to funny music) of the then teen-aged soldiers enjoying a break.
At the end of WWII, the 'Order of Victory' program was put in cryogenic stasis to keep the soldiers from deteriorating. It was also thought that the children, now physically 17 years of age, violated the ideals of Marxist Communism with their brazenly exceptional prowess. The project was abruptly scrapped and swept under the rug, and the soldiers sold off or left to die in faulty stasis facilities. Of the remaining 18 living soldiers, only Victor's cryogenic stasis tube was found during a super powered police action versus Teleios's Tower in Canada. It is currently unknown what occurred to the other soldiers, however at least one other soldier from the unit Valor-отвага has been observed in Millennium City.
AFTER RESCUE
Since his rescue, he has been associated with the singer and controversial hero Eclipse IV, also known as 90's pop idol/teen hero "August". He also has been photographed with bad girl teen hero Spacetrash, aka Sofia, of the Prelude. As for his home life, Victor has been assigned a modest room within an unspecified facility in Millennium City until he turns 18, as furnished by the government in exchange for his cooperation in crime-fighting actions. He has recently learned English through study of the Millennium City Library, and has admitted his current progress on addressing his lack of more formal education.
He does not maintain a private identity, instead disclosing everything about himself openly. He is a naturalized citizen of the United States, but also carries a visa for work in Canada. He was never officially considered a citizen of Soviet Russia, as the legality of the rights of genetically constructed meta-humans was not recognized during the period in which he was active. He is quoted as saying, "It is the people's right to know my every action. I have no life beyond my service to the people." (Millennium City Review, Issue 464)
Following the birth of his six offspring with his girlfriend Sofia he has spent the majority of his time out of the spotlight. He still assists MCPD as a MARS operative, even though he has retired from Meta-SWAT. According to many of his close friends, he has slowed down a lot since the birth of his children. Not just figuratively, but literally. Doctors' reports on his unique physiology have brought forth the pressing concern that his super-speed abilities may be consuming him from within.
With that in mind, Sofia has designed for him a combat grade mechanized suit, which is intended to replace his usual suite of abilities. The suit is fabricated mostly out of high-grade ceramics, but has titanium alloy reinforcement and coating in order to increase its efficacy for physical damage. Unfortunately, it is somewhat weak toward sonic damage, in that the ceramics may be found to shatter concussively once the frequency exceeds a certain threshold.
RECENT ACTIVITIES
Victor was found floating in Eclipse Memorial Park, at the northern edge of downtown Millennium City. His current status has not been released to the public. UNTIL Agent Danae Espinosa is being sought for questioning in connection to the incident, but so far the police have admitted that a lack of material evidence at the scene makes the exact correlation of events hard to discern.
Victor has since been sighted alive, but refuses to explain the circumstances of the incident. UNTIL is not yet certain whether he is Victor, or the criminal Valor-отвага who was recently set loose from the hot sleep facility in Stronghold during a massive computer failure related black-out. Authorities in connection with the Stronghold facility claim that no other inmates escaped during the power failure, and cannot adequately explain the cause of the malfunction.
Without a debriefing of Victor, or retrieval of his suit's sensor logs, it is unlikely that Millennium City will ever know what has happened. An obituary was published after his apparent death, and there has yet to be issued a retraction statement by the news paper. The editor for the Millennium City Times said, "Until we know for sure that [Victor] is who he says he is, we're not retracting it. If he's that psycho from hot sleep [Valor], then people should know what they're potentially dealing with."

Victor Oruzhie, 17, of Millennium City, died July 8, 2010 was pronounced dead on arrival at the ER of Millennium City Mercy Hospital as a result of injuries sustained while on duty protecting the city he called his home. He was created on November 5, 1939 in Moscow and was a veteran of World War II. He is survived by his girlfriend, Sofia Q Sussman, their six young children, Vilena, Valentin, Vitali, Kamu, Stepanka, and Erlea. He also leaves behind a sister, Pravda, and a brother, Valor, as well as many friends.
As a child he learned humility, dedication, and perseverance from the spetsnaz training which would define his conduct throughout every facet of his life. After his stasis tube was recovered from the Teleios Lab Police Action of 2009, he quickly placed himself in service to the country of the heroes who had rescued him. His attention to detail was legendary, and his work ethic without peer. The discipline and patriotism he learned in his early years never left him, as friends and family will attest.
A candle light vigil will be held tonight in front of the Millennium City Library in uptown, where he spent the vast majority of his time when he was not helping others.
POWERS AND ABILITIES
Victor's strikes are capable of causing 470lbs of force per square inch, due to his extreme physical conditioning and super human strength. He has been clocked at speeds in excess of 768 mph, although he has publicly admitted that he reduces his speed to sub-sonic levels in order to preserve public tranquility, "It would be unseemly for me to interrupt daily lives with incessant sounds of sonic booms." He has shown the ability to vibrate objects until they explode, and uses this technique to add to his physical attacks when fighting non-sentient targets. His moral code keeps him from using lethal force against sentient opponents of any kind, and he is also known to tranquilize guard dogs instead of killing them.
His capacity to ignore physical injury and continue fighting is as a result of his training. He does not heal his wounds during combat as some other heroes have the ability to do, rather he concentrates on ignoring the severity of his wounds to continue to perform his duties as normal. He still utilizes the advanced feeding and healing technology of his stasis tube in order to repair any damage he takes in daily actions, and while it does not appear to be able to mend broken bones, the technology is extremely efficient in the repair of soft-tissue injuries.
Victor also possesses a very minor form of probability manipulation, according to recent reports. He is, for lack of a more scientific term, simply very lucky.
WEAKNESSES AND LIMITS
His metabolism is so enhanced that mimics the efficiency of a hummingbird, unfortunate side-effects being that he must consume massive quantities of a specific nutritional substance to keep from starving to death on his feet. The faster he gets, the more likely he is to overload his system and simply fall into a coma. Victor must consume 20,000 Kcal of nutrient formula per day to avoid starvation. This is roughly equal to the amount of food which an elephant must ingest. He is also unable to digest normal food products, and relies entirely on a tasteless, odorless nutrient substance which is fortified with extreme levels of vitamins. If he does not consume enough nutrients to sustain his activity levels, he will appear to wither and weaken. This condition can lead to lethal over-exertion.
His metabolism is so efficient that he is quickly overwhelmed by toxic fumes, certain diseases, or other such persistent maladies.
Victor is a total albino (amelanosis). As such, his skin is inadequately protected versus ultraviolet radiation coming from the sun, causing severe sunburns due to overexposure. He is often seen wearing full-body covering suits as a result of this sensitivity, although only during the day.
Victor has also admitted to vision-related issues, although his vision is rated at 12/20 - or extremely accurate. Lack of melanin in his eyes results in problems with vision related to photosensitivity. However beyond that, he can see a very wide range of the spectrum - both infra-red and ultra-violet. In that sense, his eyes are considered to be tetrachromatic because his color vision is based on four types of cones (ultraviolet, short, medium and long wavelength-sensitive). He seems to be able to discriminate, under certain conditions, both infra-red and ultra-violet light. Since this also entails greater sensitivity to light than an average human eye, it causes some sensitivity to sudden exposures of bright light.

ALLIES
Eclipse IV
Victor met Eclipse through UNTIL's mentor assignment program, although Eclipse never formally took charge of Victor's care and education. The two are fast friends and allies, though they seem to share few common interests outside of hero work. They worked together as members of Meta-S.W.A.T. and have continued to associate even though neither currently works for that organization anymore.
Victor has been seen with another speedster who is known only as 'Spacetrash' - a member of the Prelude to Justice, the girl has a notorious background for mischievous hacking and petty destruction of property. The two have been sighted racing along abandoned stretches of highway in various locations, and a tabloid recently ran a story based on a photo taken of Spacetrash biting Victor's ear in public. In this photo Sofia was wearing a "Powder the Movie" t-shirt. She was quoted in the article as saying, "He's so fast--and he smells nice--and he's pretty." When directly asked about his relationship with bad-girl Sofia, he replied with, "I have no comment at this time, beyond the fact that we are in a serious relationship."
He was seen later purchasing a custom pair of cherry-stock, platinum etched flintlock pistols, which Sofia has been documented as using in the field. Photos from the same time period show what appears to be a hickey on Victor's jawline. When asked to comment, he declined. Most recently he was photographed while holding all six of their offspring. The infants are all undersized but healthy, with pointed ears and pale coloration. All of them have a strange chevron-shaped marking on their foreheads, which appears to be natural. The children are named: Vilena (F), Valentin (M), Vitali (M), Kamu (M), Stepanka (F), Erlea (F).
ENEMIES
Victor's genetic twin and former squad-mate Valor has in the past staged a number of attacks against him in the attempt to capture or humble him. After breaking several laws, Victor reluctantly apprehended Valor, and he was relocated to the hot sleep facility within Stronghold Prison. He has since gone missing, but has not resurfaced.
Victor's "baby sister" and former squad-mate, also known as Pravda. She has staged a number of attacks against him alongside the villain known as Shadow Destroyer. She is currently being held at an undisclosed facility in order to study the process which reanimated her. She is documented as one of the two children which died during the Order of Victory's run, and so far her reappearance is completely unexplained.
Red Winter
The Soviet hold-over group Red Winter is extremely interested in acquiring Victor based on his military records. His brother Valor reputedly worked with the group prior to his arrest.
It is yet unknown what purpose Teleios had in preserving Victor's cryogenic stasis tube. Likely he was researching Victor's unique genetics. It is unknown as to whether he tampered with Victor at all during this research.
