Brief Description

Citizen 13 is a patriot above all else. He is a Super Soldier from the WWII era, but has adapted to modern times as he has been active for over ten years since his last cryogenic storage experience. He is an expert in small arms and hand to hand combat. He is most notable for, besides his patriotic attire, his dual Colt 1911's and bionic arm.

Often a bit of a cynic and expressing a gruff and rugged demeanor, Citizen 13 is extremely loyal to his country, friends, and allies. He borders the line between "hero" and "anti-hero." Despite his obvious flaws as a hero however, he truly is favored among members of the United States military in comparison to more straight laced patriotic super heroes as he is easier for most service members to relate to. He loves America, he loves his beer, and to have a good time at the local VFW when the old timers get together to have a few laughs.

UNTIL History Report

Early life

James Rodgers was born on July 10th, 1922. His parents owned a farm out of Beaumont, Texas and he grew up as an only child. James had a deep respect for his father, who had served in WWI and was a decorated veteran. This respect would later drive him to his own career in the U.S. Army. In 1938, James' father passed away. After his father passed, they sold the farm and moved to live closer to relatives in Dallas. In 1940, at the age of 18, James enlisted into the U.S. Army to become an Airborne Ranger.

After the United States entered WWII, James conducted his tour of duty in the European campaign and gained a great deal of combat experience. James rose to the rank of Sergeant after showing a level head and a degree of leadership in combat. At the start of 1945, James lost his left arm after attempting to throw back an enemy grenade that had landed in his fighting position. He saved the lives of his team members.

Medically evacuated out of Germany, he was sent to Walter Reed Army Medical Center for recovery. This is where he first met Commander Grey and was recruited for "Project Citizen".

James was required to undergo a series of tests to ensure that he was qualified for the program, but once he passed the tests he was injected with the current experimental Super Soldier serum of the times, the Patriot Serum. The serum took about a full month to take effect. The serum altered the attributes of each Citizen differently, seemingly enhancing already dominant traits per individual. The exact nature of the serum was lost shortly after James' induction into the program due to Commander Grey’s sabotage of the program, so the exact nature of the formula’s creation or how it was intended to work was lost. Folklore tells that the serum was the literal essence of American patriotism that existed in the country during this period of time, harnessed into a liquid form and bestowed specific powers on each of the Citizens based on their own level of patriotic fervor. This concept is not to be taken seriously however, as there is no physical evidence to support this claim.

Once the process of becoming a Citizen had been completed, James joined the rest of the members of the program. The exact number of candidates who have attempted to join, or had been killed in action prior to James' time in the program, is unknown as this information was lost at the end of WWII. It is known that only a few Citizens were activated at a time, while the rest were kept in cryogenic storage.

James was designated "Citizen 13" when he was added to the roster, and sadly he became the last known Citizen to of joined the program.

In 1946, the main facility used to base the program was leveled in a staged explosion and all scientists with knowledge of the program were assassinated in the same night. An investigation of the incident was headed by Commander Grey. It was never officially determined who committed the acts until after the program was shut down in the 1970s. Later, it became apparent that Commander Grey had sabotaged the program for currently unknown reasons. Theories to why Commander Grey carried out this betrayal are detailed later in this report.

Due to the loss of the facility and staff, it was not possible to replicate Project Citizen, although other super-soldier programs had occurred around the same timeframe, and continue to do so even in present day, despite the fact that Super Soldier programs are shunned due to the fear of another “Grond” situation. After the loss of the facility and staff, the U.S. military began implementing cryogenic storage of the Citizens when not on mission to minimize aging and preserve the program. Citizens themselves, while not fond of the cold sleep, were willing to do whatever necessary for their country and understood the responsibilities of the program when they signed up. It was a great sacrifice, to give up any attachment to their prior lives before the war, but it had become part of their duty to their country. Commander Grey was the only member of the program who was not required to enter a state of cryogenic hibernation in between missions.

The program proceeded over the next few decades to rotate the Citizens in and out of cold storage to perform various missions needed by the United States. Most missions fell under "black ops" and were kept off record. Much of the programs mission history is lost and only those who have survived past the retirement of the program know intimate details of the missions conducted, such as Citizen 13 and the now imprisoned Commander Grey (details to follow of Commander Grey's downfall).

During the 1950s, 60s, and early 70s the Citizens performed various types of assignments including espionage, assassination, search and rescue, sabotage, and the training of U.S. and Allied soldiers. They acted as the United States unsung heroes through out the history of America between WWII, the Korean War, and Vietnam, never as much as a rumor being spoken of their deeds.

James became close friends with John Snowden, aka Citizen 11. Citizen 11 specialized in blades and stealth, a counter to James' skill with machine guns and various other firearms. They complimented each other nicely when paired together during their time in the program.

As the mid 70s approached, many of the Citizens had been listed as KIA. 1976 marked the final mission of the program. Citizen 11 and 13 were the last reported members alive and carried out this final mission. Much of the information is still classified, but it resulted in the death of Citizen 11 and an AWOL 13. It had been documented that prior to the mission 13 and Grey had a dispute about the mission. The mission was conducted in an undisclosed location in Soviet Russia.

After being AWOL for almost a year, Citizen 13 turned himself in to a U.S. Military base in Europe. Commander Grey was already closing down the project by the orders of the President of the United States, and informed 13 that he would be retired. Unfortunately it was not the retirement that 13 had in mind. According to the testimony of James Rodgers himself, he was forcefully placed back into cryogenic storage by Commander Grey. The chamber was transported to a secure military installation located in Detroit, Michigan.

Aftermath

Commander Grey began to age after his betrayal to America was made official in the 1970s. A more thorough investigation had been carried out regarding the history of the program and much of the incriminating evidence that Grey had covered up came to light. He had not only been responsible for the loss of records and personnel in the late 40's, but had been selling information to the Soviets for years, resulting in the deaths of multiple Citizens through out the decades. This also included Citizen 11. Before Grey could be arrested for his crimes against the United States, he disappeared. 1979 was the last time anyone heard of Grey, until more recently. He eventually became desperate for a new source of agelessness, which lead him to attempt to steal other super soldier serums that had been under research by the military.

Theories to explain Commander Grey's loss of his age prevention ability include the idea that since he betrayed America, the Spirit of America left him. But such a theory could be easily dismissed as his betrayal went much further back than the 70s.

We know know some of Grey's activities during the 90's. Almost two decades after Citizen 13 was frozen, the Battle of Detroit occurred. The military storage facility that Citizen 13 had been kept at had been burned to the ground. During the confusion of the Battle of Detroit, Commander Grey had taken advantage of the confusion and, with the help of VIPER, he secured the cryogenic chamber holding Citizen 13. Commander Grey, with the help of VIPER, created a clone of Citizen 13 and brainwashed the clone for his personal use. Commander Grey then fled the United States with the clone and left Citizen 13's storage unit in the hands of VIPER as payment for their assistance. Commander Grey then went to contacts from old Soviet Russia who had found the body of Citizen 11 decades before. Citizen 11 had been kept it on ice in hopes to unlock the secrets of Project Citizen for their own use. Commander Grey spent almost a decade trying to unlock the secrets as well, but he failed. So instead, Grey and the Soviet military cell he worked for used cybernetics to resurrect Citizen 11. They completely reprogrammed Citizen 11's memories as well, leaving him more machine than man. By the time Commander Grey had done all of this, over a decade had past. During that time the half-elf Samurai warrior known as Kenshin had made his way to the United States on his own quest. This quest of his had lead him to a secret VIPER complex, which is where he discovered the cryogenic chamber holding Citizen 13. The events that followed lead to the resurrection of 13 and a short partnership between the two as crime fighters across the United States. Citizen 13 began upgrading his uniform during this time as well, making friends within the black market and reconnecting with old friends from the Cold War that were still alive. In 2008, the President of the United States of America put word out that he wanted Citizen 13 to be another officially recognized and registered hero for the United States. They had a very brief meeting that ended with Citizen 13 having the U.S. Military as an unofficial backer for the time being, as Citizen 13 still preferred his new found freedom to exact justice to his own tune.

The duo were asked by the POTUS to head to Millennium City during the Qularr Invasion to assist. Kenshin and 13 fought bravely along with many other heroes, including the Champions. Once the fighting was over, they were among many new and old heroes to be celebrated by the people of Millennium City.

Kenshin and 13 made their way to the desert once the invasion had been repelled. The POTUS had asked the duo to then help with the Irradiate outbreak that had occurred outside the military base of "Project Greenskin." 13 personally believed these Irradiates, and Grond, were the results of a failed super-soldier serum conducted by the military. To this day, 13 still finds himself often being deployed to assist in the desert and wondering how things got so bad.

Citizen 13 returned to Millennium City after his time in the desert. He began conducting routine patrols for MCPD and assisting with the aftermath of the Qularr invasion. 13 eventually found himself outside of Guardian Tower, home to The Guardians. The POTUS had recommended that Citizen 13 check them out since he intended to stay in Millennium City for a time. Kenshin and 13 said their goodbyes for the time being and parted ways.


The Return of Commander Grey

It did not take long for Commander Grey to hear of 13's return to the world. Once he found out that 13 had begun to establish himself as a hero among The Guardians, he set forth in motion a plan that involved attempting to kill Citizen 13 and replace him with the clone. Commander Grey unleashed his minion, Citizen Zero, into the city to wreak havoc. Citizen 13 first encountered Zero when he responded to a bank robbery in progress. 13 and fellow Guardian, Red Jackal, attempted to capture Zero before he could escape, but once they confronted Zero, 13 recognized his old friend, John Snow. Unhinged and unprepared for that discovery, Zero escaped a distraught 13. Not only that, but Grey had also commanded the clone of Citizen 13 to follow 13 when he was off duty. It did not take long for 13 to realize he was being followed. 13 and a few Guardians attempted to confront the clone, but he always managed to vanish before getting caught.

Using Citizen Zero as a front to get 13's attention, Grey lured 13 and a team of Guardians, with Hu'Szsersvn (also known as Hugs) and Atomic Boy among them, to a secret installation located in a volcano(oh how typical...). The Guardians defeated Citizen Zero, but realized soon after that the installation was rigged to explode. Citizen 13 attempted to save his old friend from the tormented shell that was Citizen Zero and was lost in the subsequent explosion. The Guardians did a search for Citizen 13, but a body was not found. It was presumed at that time that Citizen 13 and Zero both perished in the destruction.

The clone was sent in at this point. The clone only had memories prior to 13 waking up in 2007, and could not remember anything before walking in to Guardians Tower. It was obvious to the telepaths of The Guardians that it was not 13 but most likely a clone. Due to hidden activation codes deep in his subconscious, the true purpose of the clone was not discovered until later. The clone was questioned by The Guardians as to his motives, and he responded that he wished to continue performing as the real 13 had been, which he himself truly meant. The leader of The Guardians, Steelguard, designated him as "Citizen 14", but Hu'Svsersvn(who had been developing a sort of team/partnership with 13) wanted to call him "Clono". "14" was temporarily inducted into The Guardians and was monitored closely.

So the newly named Citizen 14 conducted daily life much how 13 would of, the daily patrols, the drinking of Shiner Bock, and even tagging along with Hugs and other friends of 13, despite how awkward it was. Eventually the programming built into the clones brain became active, however, and Commander Grey's plans began to unfold. Using his newly acquired "Guardian" status, Citizen 14 took up a mission involving the oversight and protection of a formula that was still in its developmental stages, the Grond XI formula. This Grond formula had supposedly been an improved version of what VIPER had been working on before being foiled by other super heroes. Citizen 14 attempted to steal the formula, but was thwarted by Francesca Peretti, aka Ordnance (and also had been an intimate friend of 13's prior to his supposed death), and apprehended by The Guardians. During the fight with the clone however, Ordnance had become exposed to an extremely toxic form of nanites. The nanites spread through her body and no cure could be found. Citizen 14 and the Grond XI formula were kept at Guardian Tower under lock and key for the time being. The Guardians authorized Hu'Svsersvn to interrogate the clone for information. A report of that interrogation was turned in to UNTIL by Guardian leadership and can be found on file. ((((coming soon))))

Meanwhile, on Monster Island, Kenshin was busy tending to Citizen 13's recovery. Kenshin had followed Citizen 13 into the base but had remained hidden to maintain an element of surprise incase anything went wrong. Well, good thing too. Kenshin once again saved Citizen 13's life. Once Citizen 13 made his recovery, they reported back to the Guardian HQ.

Commander Grey was furious, his attempt at obtaining a serum that could give him a similar affect that Project Citizen had was failing. So, in a last ditch effort, he contacted Citizen 13 to make a trade. A cure for Ordnance in exchange for the Grond XI formula and his clone. A meeting was set between a team of Guardians and Commander Grey. Grey demanded that the clone would be allowed to bring the formula to him and that once they had successfully escaped, he would give them the location of the antidote for Ordnance. Of course, The Guardians saw this coming, and a backup plan had been made. Citizen 13 had located Grey's secret hide out a few days prior to the meeting and had retrieved the antidote by infiltrating the base and neutralizing Commander Grey's henchmen himself.

Stalling for time while awaiting to hear from 13, the Guardians allowed the clone to walk the formula to Grey. Once word was received of Citizen 13's success, The Guardians attempted to take down Commander Grey at that point. Grey used the clone of 13 as a distraction, however. He ordered the clone to kill himself, which apparently the clone had no choice but to comply to the orders of Grey. The Guardians who witnessed the suicide stated that the clone looked fearful as he carried out his actions that ended his life. Grey used the time that the Guardians spent trying to resuscitate the clone to get a head start on them, but 13 showed up and helped the Guardians on scene in apprehending Grey. Unfortunately, Commander Grey ingested the formula during the chase before his apprehension. Fortunately, nothing happened after Grey ingested it, and Hugs claimed that it was due to the fact that she had urinated in it first. This was of course, not true, and was her way of gloating over Grey.

Grey did start to mutate from the formula over the next few days, but The Champions assured The Guardians that Stronghold would hold Commander Grey, even after his mutation began to change him into a monstrosity. Grey's transportation to Stronghold was supervised by Citizen 13 to ensure that Grey was placed into cold storage without incident.

Citizen 13 and The Guardians

13 was a member of The Guardians from September of 2009 until it's fall in June of 2010. He also participated in the reform of The Guardians under the new name, The Ultimate Guardians, but more on that later. 13 served under three different leaders during his time as a Guardian, Steelguard, Atomic Boy, and Orion Prime.

Citizen 13 rose rather quickly to a recruitment officer position under the command of Hocus Pocus, who was their head recruitment officer. Hugs also shared a promotion with 13 into the recruitment department of The Guardians. Other roles the two shared for The Guardians was maintaining the Arms Room at Guardian Tower and running new members through the Agility Course, which was founded by Hugs under the idea that you should be in physical shape enough to pursue even basic criminals without the use of your super powers. In 2009, prior to the fall of Guardian Tower, 13 also lead the Guardian Reaction Unit for Neutralizing Terrorism, or GRUNTs. After the reform of The Guardians, he was the head officer of recruitment for a short time.

During his time in The Guardians, 13 made a lot of friends and he made a lot of people angry also. He did not always agree with the leadership of the group. This was mostly due to his cynical nature, but also other reasons that are reported below. He did, however, get along with most of the members of the organization and often made it a point to tag along on patrols with newer members and anyone else requesting assistance.

Some of the biggest arguments between 13 and other officers of the organization was dealings with Major Grey, an ex-VIPER soldier enhanced with cybernetics who often pressed himself into Guardian affairs, and the dealings with vampires. 13 was adamant in his stance that the only good vampire was a dead vampire, especially after the Helsing Act had been lifted and the crisis in Vibora Bay began. 13 began adding silver bullets to his arsenal, and eventually packed incendiary rounds as well. The Guardians in general frowned upon 13's more aggressive way of dealing with criminals and also vampires. 13 often let the Soldier in him take over when dealing with criminals, and never resorted to less-than-lethal rounds. This is not to suggest that he killed every criminal he encountered however.

All of these issues eventually lead to 13's exit of The Guardians.

The Fall of the Guardians / The Ultimate Guardians / Leaving Millennium City

On June 12th, a traitor or traitors within The Guardians turned the Guardian Towers own security system onto the members of the group who took up residence there and allowed a VIPER strike force to enter and kill many heroes. This person also overloaded the core of the Tower to self destruct once the heroes within the Tower caught on to the ruse.

The aftermath of the destruction of the Tower left many surviving Guardians demoralized, homeless, and broken. Citizen 13 had lost a few close friends that day, and he had believed his good friend, Kenshin DeLeon, to of been among them. Orion Prime and the remaining staff of The Guardians, including Citizen 13, rebuilt their old group under the new name, "The Ultimate Guardians". Over the course of the next few weeks a new HQ was established in a run down old building and resources were gathered to help establish the new organization.

VIPER continued to go after the Serpents Lantern with ease now that The Guardians were crippled. Citizen 13 eventually decided he could no longer wait for The Guardians to recuperate from the attack and began engaging VIPER in a very aggressive manner that implied he had taken it very personal. Often the authorities would find VIPER cells completely and ruthlessly eliminated, largely due to the 13/Hugs duo. This lead to Citizen 13 and Hugs both departing from The Guardians on less than friendly terms, as their methods were highly frowned upon by the more straight arrow heroes in the group. Many of the GRUNTs followed 13 in his exit of The Guardians.

It didn't take long for Citizen 13's actions to attract the attention of the U.S. Military. He began to join in on military operations against VIPER on a regular basis and eventually developed strategies that became standard use by many other military forces engaged with VIPER elsewhere.

The POTUS eventually gave Citizen 13 his own command for a time being. Citizen 13, Hugs, Ordnance, Dimmy, and others who had followed the more direct path of dealing with eliminating VIPER now had the power and backing to get things done their way. Surrounded by his most trusted friends and allies, Citizen 13 finally felt he would be able to save his country from the threat of VIPER. This operation was soon dubbed "Operation Iron-Bound".

Iron-Bound

Operation Iron-Bound began shortly after VIPER began it's pursuit of the Serpent Lantern, so it is safe to say that it was a military operation that was primarily focused on dealing with VIPER. But all information on the proceedings of OIB are classified and all known affiliates of the operation have refused to comment about it.

On July 11, 2010, the POTUS addressed the nation with a speech announcing military action against VIPER. He did not go into specific detail, but gave a short outline involving the use of joint military and super hero forces.

At the end of the speech, the POTUS took questions from reporters. What follows is a transcript of that moment.

POTUS: "I am now willing to answer questions."

(Reporter from NBC raises hand)

POTUS: "Yes, Steven?"

Steven: "Sir, we have heard rumors of an 'Operation Iron-Bound' already being conducted. Word is that it will operate outside of the Geneva Convention? Could you elaborate on this particular operation?"

POTUS: "Preposterous, Operation Iron-Bound falls well within the rules of engagement set forth by the United Nations!"

Steven: "Could you tell us about how it is to be conducted, Sir?"

POTUS: "Hrmmm, well, it is very similar to Operation Igloo Freedom and Operation Sleeping Pancake. Many of the operations will be conducted as these previous operations had been."

Steven: "Wha... Operation Sleeping Pancake? Igloo Freedom? Sir, I've never heard of these operations."

POTUS: "Good, that is because they are classified."

Steven: (looking slightly dumbfounded) "So is Operation Iron-Bound classified then, Sir?"

POTUS: (pauses to touch his ear, then looks to Steven) "No."

Steven: "Well, once again I would like to ask how this operation will be carried out?"

POTUS: "The group organization stratagem is reminiscent of Operation Latex Bookshelf , but anyone from Operation Latex Bookshelf would tell you that."

Steven: (sighs, slightly exasperated) "Well, Sir, could you elaborate on that operation then and shed some light for us that have never heard of 'Operation Latex Bookshelf?'"

POTUS: "There are some things that man was not meant to know. One of these things is the horrors of Operation Latex Bookshelf."

Steven: "Mr. President! Is there ANYTHING you can tell us about Operation Iron-Bound?!?"

POTUS: (touches his ear again, distracted, then looks up again to Steven) "Yes."

(long wait, then Steven catches on that the POTUS does not intend to continue)

Steven: "Mr. President... Will you please tell us something about this operation?"

POTUS: "It's classified."

Project Citizen Inheritance

Citizen 13 is a Soldier. Genetically altered with a serum created for "Project Citizen", he has increased strength, greatly increased endurance, and extremely high reflex's. In extreme situations of duress time does seem to slow for 13, giving him an edge when reacting to an attack. He can not make himself faster than he is already physically able while experiencing this, it just simply allows him time to better judge a proper maneuver to avoid danger or calculate a well placed shot.

James' muscles and bone structure were amplified to the point of being able to lift slightly over a thousand pounds. The addition of bionic support from his left arm and parts of his spinal column were noted as only a small contributor for performing this feat.

He averaged out at an impressive 24 mph sprint. Not quite the fastest man in the world, and actually one of the slowest runners of Project Citizen. James made up for this "shortcoming" with an impressive display of endurance. One test had him on record for 36 hours and 21 minutes of nonstop strenuous activity before reaching physical exhaustion. He could physically out performed most of the other Citizens who were stronger or faster than him simply by outlasting them. His endurance also allowed him to go without sleep for several days while conducting the daily military training routines of regular Army troops.

All Citizens experienced a greatly improved immune system. The Citizens became highly resistant to bacteria and viral infections, poisons, and even radiation.

Some of the world’s first cybernetic appendages had been designed specifically for "Project Citizen", and James received one of these to replace the left arm he had lost. This appendage was able to perform just as well as the real thing and, for obvious reasons, was more durable. It wasn't until later that newer versions of these limbs had the ability to punch through walls and the like. Since the Citizens were able to heal quickly, they adapted extremely quick to their new appendages if they had been required to receive one.


13's immune system is also extremely resilient against most bacteria, virus's, and toxins known to man. This includes alcohol, but apparently 13 has acquired a way to enjoy the effects of alcohol when he wishes. Information as to how he has done this has yet to be found. President Wilson also seems to believe that 13 inherited the age prevention trait that Commander Grey had as well, and has been keeping tabs on 13's physical traits since their first meeting in 2008.

His body's healing factor is also substantially superior to a normal individual. Capable of recovering from broken bones or gun shot wounds in a matter of days, depending on the severity of the injury, this has caused many of his enemies to of presumed him dead only to encounter 13's Justice a week later.

The use of a bionic arm to replace the loss of his left arm during WWII has also given him a strength advantage, as it can punch through a brick wall unscathed. Over the years it has been upgraded when such upgrades became available. In 2008, 13 had an energy shield installed by the hero, Elysion, can be deployed in an instant for protection against kinetic projectiles such as bullets and shrapnel. It is possible to overload it give enough of a force strikes it, but it is more likely that if a hit that hard strikes the shield that 13 will be lifted from the ground and thrown. Most recently, since OIB, most of the metal components in 13's left are have been replaced by questionite.

Military Training and Experience

13 has also received extensive military training regarding hand to hand combat, firearms, explosives, and handling of military vehicles. This, combined with the traits received from the serum, made 13 a deadly tool for Project Citizen.

By the time the Qularr Invasion occurred, 13 had proven himself to be an expert in hand to hand combat. But his real talent was in firearms. 13 absolutely loved his M1911's and was often seen shooting two at a time while taking on criminals with his brand of justice.

Patriotic Fervor

This trait of 13's was dubbed "Patriotic Fervor" by President Michael Wilson in 2008. Based on mission reports and statements take from Citizen 13 regarding his experiences on mission, it is apparent that 13 feels the pain from injuries in full, but given a moment, he is able to focus past it and continue performing his tasks. He claims that all he does is think of home and all the things that make him love his country to the degree he does, and he is able to focus his mind on his mission at hand. There have been times where Citizen 13 has been extracted from a completed mission only to succumb to unconsciousness as soon as he is recovered, for a week straight while his body heals.

The Armor of 13

Other equipment includes a military grade personal teleporter device(limited use), repulser jump boots, and his classic Patriotic body armor. These are all typical aspects of 13's modern motif. Although he does have different variants of armor.

His classic body armor, and his lightest, is a combination of Kevlar, Regor plastics, and Viperium.

He also uses a lighter armor that is mostly Regor plastics, but also infused with active camouflage and temperature control technology. This is his all-purpose weather armor and it is capable of changing color to 13's needs based on the environment. For a time he used it as his primary armor as well, and would just change to a more patriotic color tone when convenient.

During the Vibora Bay incident, 13 used his first suit of heavy armor. An experimental armor prototype issued by the US Military, it was not used long by 13. When asked what he thought about the armor, 13 stated that while he believed it would become useful to members of the military engaging in heavy assaults, he did not see a use for it when fighting vampires and werewolves, and thus he opted to return to his classic attire.

13's time in OIB a similar suit to his classic was used, but he had begun to implement more questionite plating into it to a small degree.

Since his return to Millennium City from his year long absence, 13 has been seen wearing a more heavier armor than he has worn to date. Not much information on this armor has been received as of yet, but it is believed to be the handy work of 13's long time friend, Elysion, once again. Most likely made of questionite, as Elysion has been obtaining a large amount of it when ever possible for him to do so.

Weapons

Most notably, 13 carries two Colt M1911's. Originally he used his first two M1911's from WWII, one belonging to his father and the other his own issue. After joining The Guardians, however, he began collecting a variety of 1911's. Always the Colt snob though, he upgraded for his personal use to the Colt 1911 XSE series until 2011, at which point Colt released a new pistol capable of firing a special .45 caliber incendiary round that was extremely devastating to heavy armor and also vampires for that matter. This was designated the Colt M2011 XSE, and are extremely rare to come by. Besides the M2011, Colt also released a M1911 XSE stamped with the "100 Years of Service" mark, which has become the standard carry for 13 when he doesn't require quite as big of a punch as the M2011. 13 has developed a form of close quarters combat that employs his knowledge of hand to hand combat, his bionic arm, and his akimbo pistols that allows him to deal devastating attacks to his opponents.

13 also employs the use of assault rifles frequently. His reported favorite is currently the Bushmaster ACR chambered in 5.56, but will vary the caliber depending on what the mission dictates.

On top of the firearms, a variety of grenades are often seen being used by Citizen 13.

Crime Fighting Style

13 sticks to the rules of the Levels of Force, but tends to abuse the system. If a criminal threw a punch, 13 threw one back with his bionic fist and usually shattered a jaw. If a criminal pulled a knife, 13 pulled his Colt. He does not always kill his opponents, but it really depends on the situation. As a Soldier, 13 does not hold back when it comes to making sure his mission gets accomplished. When it comes to the safety of innocents, 13 takes an even more aggressive stance of eliminating threats. He is aggressive and efficient, and aims to disable whenever a situation allows. But he only affords basic criminals this luxury. His view on terrorists, demons, and vampires is that if he is deployed to neutralize a cell of terrorists or a den of vampires or demons, or if he catches them in the act, then it is within reason to not have to "play nice" unless they surrender first. He does NOT approve of maiming, mutilating, brutally beating, or anything that would be considered a war crime however. As a Soldier, he believes that if he has to kill, he will afford his enemies a clean death if possible and let God punish them in the afterlife.

Due to his aggressive nature and to-the-point tactics, the military would often deploy 13 and his partner, Hugs, for high risk situations that could normally end with heavy friendly casualties. Also, local law enforcement agencies would employ 13 in situations when a SWAT team would normally be required. This kept everyone happy, except the bad guys of course.

So in short, since he is often deployed by the Military as well as local law enforcement for various reasons, it depends on what the mission dictates as to how he handles criminal activity.

A personality profile shows Citizen 13 as straight forward, and assertive. Some people who have worked around 13 have called him "egotistical" and "arrogant" though. 13 has developed a lack of respect for most authority, but there are authority figures he does trust, such as the POTUS and a few others.


Citizen 13 is often seen joking around and fighting crime with whom many assume to be his official crime fighting partner, Hu'Szsersvn, AKA "Hugs". James seems to enjoy hanging out with this crazy bee mostly because of her passion for firearms and gun fights, but she is also fairly entertaining socially to be around in his opinion.

13 is said to be social enough in public hangout places for super heroes such as Club Caprice. He seems to prefer to hang out with friends he has worked with and developed a sense of trust in, but is not afraid of making new friends. Although it should be noted that he has a history of passing harsh judgement to heroes that are more potently gifted than himself, as he believes that the more powerful a hero is the easier that hero has it, likely a jealousy issue. This seems to limit his choice in friends to mostly paramilitary types or those with "lesser" powers.

13 sometimes portrays a cynical or sarcastic attitude even when among his friends, but he also likes to enjoy life when he can, even though at times it is at the expense of others.

James does enjoy drinking his Shiner Bock and Shiner Blonde beer. (Fun Fact: James loves his Texan beer, believing it to be his patriotic duty to drink only Shiner. Of course, Shiner beer was started back in 1909 by a Czech family. A little irony in choice of brew by Citizen 13) When 13 is drunk, he is usually a lot more laid back.

Kenshin - Kenshin De Leon is a Spanish Samurai with a bit of elven blood in him. One of 13's oldest living friends, although he was thought to have died in the fall of the Guardian Tower. Kenshin returned somehow and joined 13 and his crew in their service to the POTUS in Operation Iron-Bound. Kenshin was also a GRUNT during his time with The Guardians. Currently he's returned to wondering about the world doing good deeds where needed.

Hu'Szsersvn - AKA "Hugs", a small in stature, volatile in nature, alien female Bee from Old Planet. James' best friend and crime fighting partner. Former GRUNT and Operation Iron-Bound participant. Currently residing in Millennium City and is often seen partnering up with Citizen 13 on patrols.

Ordnance - Frankie Peretti, former cop, former head of security for Harper Industries, former teacher at the Guardian Academy, total bad ass. She has also been a member of The Guardians and the GRUNTs, and participated in OIB as well. James Rodgers' long term love interest. James and Frankie have had an on again / off again relationship, but this is mostly due to their line of work. Most recently Rodgers had disappeared for a year and left little word to any of his friends, including Peretti. But since his return to the city, the couple are reported to be living together again in James' new apartment issued to him by the government.

Obsidian Stone - A veteran of war, an all star athlete, a cancer survivor. This man has literally "been there and done that". From the same era as 13, but different experiences made them very different people. One of the few heroes around that James feels a deep respect for and had been one of the more notable members of The Guardians. Currently presumed deceased.

Hocus Pocus - Cutest little fae EVAR!!1!11! She sometimes can make 13 a bit uncomfortable with her constant cuteness, but her cookies are so good they are delirious. A little sister in the eyes of 13. She has been noted to have been at one time a major player in The Guardians. Currently believed to have returned to the fairy world in which she came from.

Red Jackal - Despite being on opposite sides during the Cold War, James and Devora are still mostly friends. Former Guardian as well, but not a GRUNT, she also participated in "OIB" for a short time. A good shooter to have on your side in a fire fight. Currently home in "Mother Russia".

Sylexia - Sylexia Drake is a time traveling freedom fighter, sent back in time to either impregnate or protect Citizen 13! Actually, that last bit isn't true, but Sylexia did come from the future to save it. James has the utmost respect for her and her mission. Was briefly a member of The Guardians. Last believed to have completed her mission and moved on to enjoy a quieter life as she had always said it had been a one way trip.

Miss Metropolis - AKA "Legs" to Citizen 13. This enthusiastic female stuck to 13 like glue on her first week with The Guardians, looking to 13 as a mentor. 13 insists that they are more partners though, as she can kick more ass than he can any day. Current whereabouts are not entirely known by Citizen 13, but she has been seen from time to time on billboards around the country, posing for different brands of costumes for super heroes.

Dimmy - A dwarf from some other dimension or universe. Fellow GRUNT and good friend. Dimmy had participated in Operation Iron-Bound with 13 also. Currently employed by "U.I."

Gavriel - A former prostitute turned angel, turned mortal, turned deceased, then ressurected as an angel again! Friend and wife to Elysion. Last reported to have returned to "Heaven" with her and Elysions children. Whether this "Heaven" is the same from the Bible or just another dimension of patrons believed to have adopted the Bible as their own doing, well, that is up for debate.

Elysion - A brilliant man with awesome power armor. Helped design Citizen 13's latest Heavy Combat Power Armor. Husband to Gavriel. Both Elysion and Gavriel took part in Operation Iron-Bound as well. Elysion moreso than Gavriel, as she is an angel and all she has more important tasks to deal with since they have moved from Millennium City. (Or... out for tea?!? Wait... oh, woops. Nevermind!) Currently Elysion has retired and moved back to Millennium City to raise his latest child since the boy apparently did not inherit the heavenly gift of his older siblings.

Agent Jack Harnett - Another patriot, just for a different country. James enjoys Jacks company for his good natured personality and funny quirps. A former GRUNT, Jack did attempt to participate in OIB but found that the soldier life was not for him before returning to The Guardians. Currently an honorary Guardian, he was last seen back in his home turf, Canada.

President Michael Wilson - The POTUS! Citizen 13 has total trust in the current President of the United States. (side note: since it is not official CO lore that the POTUS is Michael Wilson, the characters name might not be said IC, but will just be refered to as "The POTUS". We do not wish to God Mode too much lore here, like claims of being the man who assassinated Hitler in WWII, or killed JFK, lol. But this character really is a lot of fun to me. Any IC conversations with President Michael Wilson may often end up refering to other leaders of nations as being super mech warrior driving bad asses. This is more just for fun, and may be ignored by those who do not wish to include this in their own lore. One of the very few things that I allow to be a part of 13's lore that differs from official Champions lore, but honestly, just play once around President Michael Wilson and you will understand!)

Paroxysm - Friend of 13's from his time with The Guardians. Also participated in OIB.

Soundwave -

Penny May - 13 first met Penny via Hugs, and 13 immediately liked her because she also had a fondness for 1911's. Eventually Penny also joined The Guardians and became a GRUNT, and like the rest of the GRUNTs followed 13 into OIB. Eventually she returned to Millennium City and worked with 13 for a time again there before 13 took his year away from the world. Current whereabouts are unknown.

Psystorm - A hero with exceptional psyonic cababilities. Hired by 13 after OIB during a period of time when 13 helped run a scaled down crime fighting organization called "Iron-Bound Inc" in Millennium City.
