Background
Origin
Ria-27 is a small planet located within one of the further and most isolated sectors of the Andromeda Galaxy as a home world capable of supporting life through a similar albeit heavier-gravitational (due to having two moons influencing certain phenomena on the planet's surface) atmosphere compared to the larger earth. Rians, natives of the planet, are composed of three separate primary races: The humanoid Bura-Rians, the energy forms of Fatalist-Rians and the slightly more primitive primate-like Azeks. The Bura-Rians with the highest population exist much like human beings, and through the perception of their planet possess no special attributes beyond what they are capable of or potentially capable of from nature and nurture.
Fatalist-Rians are literal forms of mental energy that have claimed to be a race to have existed long before the early Bura ever came into existence as a community. For Thousands of years the highly intelligent Fatalists have dominated the general believe system of the planet, in which dictate that they can sense the thread of fate each and every single living thing possesses - one that cannot be severed or changed to escape a sure destiny.
Fate may or may not have been perceived as a multi-layered platform, though the tampering of which was believed on loose evidence to have repercussions that affected far-off worlds. Since the age of the coming of modern society the Fatalists have developed a means of manifesting as physical beings that mimic the life-forms they mingle with in order to establish effective communication, experience pleasures and pains, and live within the physical world to better understand it. The Fatalists have taken it upon themselves to integrate themselves as the ultimate form of judge and jury, and modern society upon the planet today expresses them as such prominent figures of royal families and high positions that others have succumbed to.
Talas X'theten was a Fatalist born into the equivalent of a such a royal family; a destined prince of his kind. Talas expressed a particularly gifted form of innovation even from an early age, and was quick to indulge within the future concerns of Ria-27 as a whole. Like most of his kind he was required to endure rigorous education and training in order to hone his psychic abilities, especially to utilize such effectively while retaining permanent physical formations. During the period of his growth into an adult manifestation, the high council of Ria had moved to inact a decision that was deliberated for nearly a century; brought upon by several witnessed occasions across other worlds in which many beings demonstrated powers and abilities of great threat and disruption to the Fatalist system.
Through this decision, an affiliation known as CERES was established and partnered with the Intergalactic Travel Association of Sciences - their sole purpose to travel to other planets in and around their own galaxy as covert CERES operatives to stop and prevent such twisting of destiny from fully coming to fruition from its series of potential paths to conserve the well-being of the universe. Talas become one of its more prominent albeit youngest members once he was of maturity, and after only a few Rian years of physical and mental preparation, he was assigned one of the most difficult locations to serve as one of the CERES agents and overseers; the notorious planet Earth.
Such a planet even the next galaxy away had accomplished feats that reached the ears of many, and the only Earth visitor to Ria-27 a couple of centuries ago left most of the Fatalists secretly disturbed. Talas would be granted an appropriated locomotive traveling sphere with preset co-ordinates to Earth. After a year's time, the pod would enter the planet's atmosphere utilizing an electromagnetic cloaking setting that would render it undetectable by most means until he was much too far into the atmosphere.

His presence became so well known so quickly to PSI in fact, that it would immediately demand the attention of Psimon, Medusa and Mind Slayer. Learning that their normal methods of psychic assault would prove highly ineffective against someone that simply fed upon it, Psimon would enlist the assistance of PSI engineer and inventor Professor Psychosis; an associate and indirect operative of PSI that while usually occupied with various side projects that took the organization into consideration, never really made himself too public-known as a villainous identity.
It was Fatalist that managed to bring him forward, and as one of his primary assignments Psychosis was instructed to keep careful tabs on the vampiric alien in order to attempt to draw him out or counter him during his appearances to immediately disrupt PSI aspirations. Though his first primary schemes did little to actually halt Fatalist, he has grown to be a familiar face to the hero, where the two more often than not find themselves clashing as rivals for different reasons.
Personality
What You Get at the Beginning
Through a combination of his actual personality, manipulation, deception and natural attributes, Fatalist prefers to carry himself as a very charming, kind, helpful and sensual individual. He remains intelligent, intuitive and happy to learn of new things. He genuinely values friends and allies that assist him and do not get within his way, and grants them his loyalty. Since developing his physical body and senses, Fatalist appears quite open-minded when it comes to indulgence and pleasures.
What You Don't until the End
Fatalist is truly, albeit almost secretly considered both an anti-hero or anti-villain depending on the circumstances, for even the good deeds he accomplishes is only to mask his own personal goals and ambitions that, in his opinion, are far superior than the lives of Earth. On some occasions he has seriously harmed or killed criminals when it is necessary or convenient for him to absorb enough mental energy to sustain himself or further his tasks. Fatalist purposely seeks out psychics to prey upon from his own vampirism, and if that means that someone of a considerable poor moral alignment isn't available he will readily manipulate allies. Most are also unaware that he has no morality as a psionic, and will pry, bore and invade the minds and private thoughts as he sees fit. Through his own perception and beliefs he is doing a greater good in preventing fate and the time-lines from being breached, severed or manipulated from their destined paths. Because of this he is especially fearful of time travelers and most forms of time manipulation; such individuals usually in danger of being investigated, confronted, interrogated, hunted or even destroyed.

Psychic Vampirism: The core of Fatalist's stamina, regeneration and power stems from the consistent absorption of mental energy or psyche from sentient organisms through his ability to to remotely feed off the minds of one or more targets at any given time. The process of doing so enables him to store and retain access energy for prolonged usage. Depending on the amount of mental energy he drains from victims, the repercussions vary. Minor draining renders others mentally and emotionally exhausted, weak willed, with difficulty in cognitive and in-cognitive processes and memory, and disorientation. Stronger amounts of draining yield more dominant effects, including extreme bodily weakness, blackouts, short or long term comatose, and to the most extreme degree death. The most substantial energy comes from other psionics and mentalists themselves.

Superhuman Strength: Within Earth's environment of lower gravity, The Fatalist demonstrates alien strength that surpasses natural peak ability of normal humans. He is able to lift and bench press weights of up to 5 tons, especially when sated.
Superhuman Durability: The Fatalist's body is very durable compared to that of normal human beings. He has demonstrated feats such as deflecting gunfire with little damage to himself, resist the lower depth pressure of the oceans, and withstanding semi-extremes of heat and cold without permanent injury to himself.
Superhuman Stamina: The Fatalist is capable of experiencing continuous action without needing to rest or pause for long periods of time, especially when sated. His body does not produce exhaustion-inducing toxins as readily through necessity, and he is usually able to recover fairly quickly should he ever become disoriented.
Superhuman Speed and Flight: Theorized to be either a gravity negation, an extension of his psychic will or a combination of both, The Fatalist can achieve levitation and flight as common means of locomotion. His top speed has been estimated between 70-100 MPH.
