The following Dossier contains all information regarding and related to the Meta-Human known as 'WITHER'. These files are for official viewing ONLY and not to be allowed into the hands of the public. Releasing said files will result in prosecution to the Fullest Extent of The Law under The Super-Powered and Meta-Human Secrecy Act; Sub-Section V, Article 12.
Prior to Mutation
Clare Winslow was born on August 8th, 1985 to James and Deandrea Winslow in Baton Rouge, Louisiana. They were relatively poor, living in one of the shadier parts of the area. Both parents died on June 7th, 1991 in a suspected Gang-Related shooting and Clare Winslow, age 6, was made a Ward of the State. Around this age her IQ was tested; she scored a 130 (Gifted). Proper arrangements were made to have her put out for adoption, while her education was funded by an anonymous benefactor.
On January 23rd, 1993; at the age of 8, Clare Winslow was adopted by Margret and Henry Davidson of Massachusetts. The Davidsons are moderately well-known scientists, Margret having her PhD in Civil Law and Henry in Neurology. Her life stabilizes here, will only one report being filed during her years of schooling up till 12th Grade. She and several fellow students were involved in an altercation where Clare had to be taken to the hospital for a broken arm. No Criminal Charges were filed.

After Graduating from MSU in 2014 at the age of 29, Clare secured a job at The Enrico Fermi Nuclear Power Plant. There she worked maintaining the Plant until the accident that caused her mutation.
In 2010, she married one Andrew Harrison. Her son, Theodore Harrison, was born two years later in 2012.
Meta-Gene Activation
At 2:15pm on Sunday, February 14, 2015; a pair of dueling Unknown Meta-Humans collided with the plant. The impact threw Clare through a now structurally unsound wall and into the Nuclear Reactor below. It is theorized that at this moment her long dormant Meta-Genes activated, adapting to the extreme radiation and turning her skin, organs, and bodily fluids a translucent glowing green and her bones black. Somehow, she was able crawl from the Reactor Pit, but has refused to discuss anything related to the topic of her transformation. She was discovered by Emergency Crews but they were unable to approach her due to her high radioactivity. despite her pleas for help.
It was only after several hours that she was able to be transported to a hospital inside a specially designed lead-lined radioactive waste transport. Once she arrived at Mercy Hospital, she seemed to come to the incorrect assumption that she would soon perish; unknowing that her mutation had made her immune to the radiation of the reactor.
Death of Theodore Harrison, Son
Fearing she would soon die, she escaped from Mercy Hospital and made the trek to her home in Westside. Once inside, she embraced her son; who was reportedly frightened by the sight of her. Unknowingly, apparently due to her emotions running high at the time, she exposed her son to large amounts of radiation and heat and he died in her arms.
Disappearance
Distraught and unwilling to seek help with her condition, Clare disappeared from the public. It was during this time that her husband, Andrew Harrison divorced her.
During this time, intelligence suggests that she encountered a mutant by the name of Chopz and the two formed a partnership. The massive Gator-Man was the brawn, and Wither was the brains. She tended to keep him in check, and there was a decrease in his violent behavior once he met her. Perhaps this would be useful in detaining either of them, if it were needed.
Capture by PRIMUS
On October 5th, 2015, Clare- now calling herself 'WITHER'-was the suspect in a kidnapping of one Randall Honeyway; She believed him to be the Meta-Human 'Armorclad' and one of the individuals that took part in the conflict that caused her accident. She held Honeyway within one of Millennium City's many warehouses, reportedly demanding that he admit that 'He was Armorclad and that he was the reason her son was dead.' Honeyway refused to admit the fact, stating that she had the wrong individual. Clare refused to believe this and after losing her temper, placed her hands on the man's head- melting it. This act also set fire to the warehouse.
Shortly afterward, with the help of volunteer Meta-Humans who wished to remain Anonymous, Clare was captured and remanded into PRIMUS custody.
Escape
One year later, she and several other prisoners escaped from a Maximum Security Prison. CCTV and News Coverage shows her teaming with a Chopz, who was also incarcerated there, to escape. While making their way out of the prison, they reportedly killed a number of other inmates. Whether this was because they were first attacked or if it was done out of sheer malice is unknown. Once outside, they evaded capture and disappeared into the Millennium City Sewers.
Criminal Charges
The Following Criminal Charges have been levied against the individual known as WITHER.
Murder
First Degree Murder; Randall Honeyway: GUILTY
-Several Officers of the MCPD, PRIMUS, and UNTIL as well as Registered Heroes were witness to the Murder.
Involuntary Manslaughter; Hugo Osiris, Bethney Anneway, Brett Robert: GUILTY
-Due to the warehouse fire, the individuals listed above died.
