The Don
Little is known about the Don, the FBI wasn't overly aware of his existence till recently, but from what they could extrapolate he has been active since the destruction of Detroit. Having worked his way into taking over Crime organizations in the suburbs as they were chased out of the building MC. And for the longest time he seemed to lay dormant letting Joseph Sorrelli and Matthew Cresse take the heat from the FBI. In-fact his existence was only discovered fairly recently when a series of heroes went to investigate oddities in the Suburbs were many heroes seemed content with in the city of MC affairs. They discovered the presence of the Don's men and lead out into discovering what they could. At most what they could gather is the Don desires Control, content to not stick his fingers into MC Proper and stay in the suburbs. The only time he sends men into MC proper is when it's his super powered contractors to make an example to the heroes. What the Don wants the heroes have discovered are some kind of super powers, on-top of his control of the criminal underworld. Many of his schemes aside grasps for power included with his quest for the ultimate super power. These two drives seem to consume The Don.
The Don's Enforcers
The Don aside his contractor keeps a small cadre of personal enforcers.
The Mouth Piece
No One sees the Don, no one is even sure if he's a real person or just an alias of the Mouth Piece. She relays all information between the Don and his organization. She never shows her face, often fleeing before she would be forced to show her face. She is for lack of a better words the "Boss" That everyone knows. She has a Light weight powered armor of Red and White, with Four Swords two with questionite tips and edges, and two kendrium swords. She speaks with a faint Scottish accent. If anyone in the Organization knows the Don, it is her. Or she is secretly the Don, running it via a web of Alias in case she needs to make an escape.
The Bruiser
Not much of an overly complex enforcer, peak of a human's strength and a slight mutation in his skin can turn aside small fire arms and knives, the Mouthpiece seems him suited with heavier Kevlar which more or less renders him immune to the attacks of other criminals for the most part. He's found of Crowbars and shot guns as weapons, from what is seen he's an Irishman with a fondness of Drink and Cigars.
The Demo
When The Don needs someone, or something blown up he has this enforcer on the job. The man is a prodigy of explosives as at home as making an IED Nail bomb as working with a high tech alien plasma bomb. When in combat which he tries to avoid he's prone to throwing hand explosives at his enemies.
The Spy
When the Don needs something stolen, or a hero tailed to try and find their secret identity he dispatches the Spy after them. A man of many faces as content in a black ski mask as he is in an advanced fake skin mask. He's The Don's stealth specialist.
The Firebug
A petty arsonist turned full time enforcer. Given a special weapon a Heat Ray the Don had procured from his means. Along with the Firebug's experimentation for various inflammatory mixtures of weapons for Moltavs and fires.
The hordes of mooks and dirty cops
The Don has a small army of criminals, and crooked cops out in the suburbs and surrounding areas of the town.
How the Don Deals with Metas
For the most part the heroes of MC seem content to stay in the shining city dealing with what crimes go on there, but when Metahumans do start to put their noses into his business he fights back, hard. Hiring either hero's nemesis or meta villain mercs who have powers that work to counter those of the ones moving into his turf.
