Noh is a street level hero who operates out of Millennium City, primarily in neighborhoods such as Westside or the Theatre District. He appears to hold a preference in foiled break-in attempts but has been seen foiling muggings, gang fights, and illegal back alley deals. Witness accounts from the criminals he's left for the cops to arrest, he often employs scare tactics. The combination his preference for scaring his opponents into a corner and his use of niche gadgets is likely the reason as to why he primarily foils break-in attempts as interiors allow him to heavily use his powers to confuse and frighten easily.

Early Life

Vlatko Kita was born to a Russian mother and Japanese father, both of whom were immigrants to the United States. Early into their marriage, Vlatko's parents purchased a large building which they converted into a boarding home. Growing up, he regularly helped out around the building. Soon enough, in order to avoid an accident with a shelf his powers worked for the first time. His father having noticed helped him in keeping it a secret and teaching him how to properly use his powers (Although it's worth noting his father had never displayed having any powers what-so-ever). Unfortunately it wasn't long after that his father ended up in the hospital due to a cancerous growth in his throat. Sadly his father did not survive the ordeal. Soon after Vlatko succumbed to the same illness however it was caught early in his case and was surgically removed. The surgery however damaged his vocal cords, leaving him unable to properly vocalize for the rest of his life.
