Public Knowledge
The People
Noh is a street level hero who operates out of Millennium City, primarily in neighborhoods such as Westside or the Theatre District. He appears to hold a preference in foiled break-in attempts but has been seen foiling muggings, gang fights, and illegal back alley deals. Witness accounts from the criminals he's left for the cops to arrest, he often employs scare tactics. The combination his preference for scaring his opponents into a corner and his use of niche gadgets is likely the reason as to why he primarily foils break-in attempts as interiors allow him to heavily use his powers to confuse and frighten easily. He has however never shown to harm anyone beyond what was needed to pacify them. He also tends to pose for near-by security cameras with the recordings often ending up online which gives him minor fame among the online community.
The Law
The MCPD and PRIMUS currently view him as a low-risk and unregistered vigilante whom won't bother with allocating the resources for an arrest. Possible relation to the apparently retired Japanese hero, The Terrible Tengu may exist due to similar powers but no further evidence exists and no organizations have issued investigations into the matter due to budget constraints.
The Criminal Element
The police aren't the only one who've recognized the possible relation between him and The Terrible Tengu. The Sekihara Yakuza family have expressed quite the interest in "talking" with him but thankfully for Noh they're based in Japan. The Chinese triad group, The Red Arm Gang have also expressed in interest in him though it's unknown why. The closest criminal element to have in interest in Noh is the Cult of the Red Banner. For whatever reason they've taken to asking questions about the hero despite the fact he rarely interrupts their plans.
The Hero Duds
Noh dresses in recreations of 14th century Japanese garbs used in his name sake, Noh theatre. A basic mask depicting a woman and like other Noh masks, is made with the ability to "change" it's expression through the nod of a head. Coupled with it is a long flowing robe with a sash and hakama added. The robe's sleeves are made extra long, hiding his hand and whatever tools he has beneath them. Over his feet he wears a pair of roller shoes that have been wrapped up to fit the traditional look of his costume. They're used to give him the ability to "glide" along the floor.
History
Early Life
Veles Kita was born to a Russian mother and Japanese father, both of whom were immigrants to the United States. Early into their marriage, Veles' parents purchased a large building which they converted into a boarding home. Growing up, he regularly helped out around the building. Soon enough, in order to avoid an accident with a shelf his powers worked for the first time. His father having noticed helped him in keeping it a secret and teaching him how to properly use his powers (Although it's worth noting his father had never displayed having any powers what-so-ever). Unfortunately it wasn't long after that his father ended up in the hospital due to a cancerous growth in his throat. Sadly his father did not survive the ordeal. Soon after Veles succumbed to the same illness however it was caught early in his case and was surgically removed. The surgery however damaged his vocal cords, leaving him unable to properly vocalize for the rest of his life.
Beginnings of a Hero
After losing both his father and his voice Veles began to think about his powers. Specifically why one of his powers was so oddly specific in how it worked. Research showed he had similar powers to a previous hero that operated out of Osaka Japan known as The Terrible Tengu. The Terrible Tengu was a hero whose powers were exactly the same as Veles' that primarily fought against the Sekihara Yakuza family who disappeared after dealing a major blow to the crime family. This disappearance coincides with his father's immigration to the states. Veles connected the dots and came to the conclusion that his father must have been The Terrible Tengu. This finalized his own plan to take up superheroics and soon the guise of Noh was created. Things started out well, Noh stopped crimes and saved people. Unfortunately hero life takes it's toll and soon enough he was expelled from MCU due to slipping grades but he simply shrugged it off. After all he always had the Boarding Home to fall back on.
Personality
Due to his muteness he's often viewed as aloof or mysterious. However Noh is highly curious person who can be quite pleasant after his curiosity is sated. He's also a self proclaimed prank master, often using his powers to perform odd jokes when in his Noh guise.
Powers & Abilities
Intangibility
Noh possesses the ability to simply phase through most things. While the mechanics themselves are unknown to him it works solely on objects that contain mass. This includes things such as condensed light, gases, hardlight constructs, and possibly force fields.
Body Jacking
Noh's oddest power allows him to take over another person's body. By appearance he simply walks into a person with his mask affixing to the person's face. Then boom! He's taken over the person's body. While people can resist it appears to work completely different from psionic manipulation. The process simply knocks the person out and the unconscious body is controlled like a puppet.
Gadgeteering
Despite having being expelled for failing his engineering courses he's an accomplished tech head. He's made a handful of gadgets to aid him in his crusade against crime.
Surprise Box
A small box, about the size of a regular Jack-in-the-Box. It works almost identically to one too. Through the use of a remote control it activates, the top opening to reveal a spring loaded toy that plays a recording of a laugh. It also possesses minor locomotion by using the spring to hope forward. Through additional button presses on the remote it can play other prerecorded messages.
Twin Fans
A slightly modified pair of paper fans. The casing has been replaced with a strong metal-like material that he can use as a weapon. Despite it's metal-like appearance it behaves and feels much more akin to a strong wood.
Flash Fingers
A combination of flash cotton and a small device that fits over the fingers. The coarse material on one side of the device allows him to create sparks with the snap of the finger which he uses to light the flash cotton (normally held with the same hand) to create a small explosion of fire and blinding light. Due to the nature of flash cotton it's the most likely of his devices to backfire. Literally.
Affiliation
The Exoplanetary Society
Under his secret identity of Veles Kita, he holds a grey level membership, gaining him entrance to all hosted events by the group and the expansive collection of alien history and research they keep. He primarily works as one of the group's "watchers", taking notes of the various alien entities in Millennium City for the group. His life as the hero Noh makes this ridiculously easy for him but he simply claims he's actually quite good at espionage and surveillance.
