A mutant with a suite of powers related to weather manipulation. Cloudcrown is a free spirit who seemingly comes and goes like the wind, bringing with him a forecast of justice to rain on any criminal's parade. His impressive, almost intimidating appearance is owed to his creative control over water vapor, which he gathers as a cloudy mass around himself.

Armed with the sunniest of dispositions and a wit quicker than lightning, Cloudcrown comes across as an affable, well-meaning gentleman if somewhat forward and boisterous. He greatly relishes in his role and fame as a costumed crimefighter. Unfortunately-- like the natural forces at his command-- the self-proclaimed Weather Wonder's liberal use of his abilities makes him extremely hard to predict and control. His tendency to overdo things often lands him in hot water with the authorities and other more restrained heroes.

Cid Drake, an Asian culture buff and a fan of superheroes, never expected that his friendship with an elderly Chinese shopkeeper would lead him to inherit an ancient mystic legacy. After Red Banner cultists attacked the old man and his store in search of a curious "mask", Mr. Long confided in Cid of the artifact's alleged powers and entrusted it to him, thinking that the clans would never suspect a foreigner to have it in his possession.

Cid encountered the thieves who attacked Mr. Long soon after. As if guided by unseen force, he affixed the mask to his face, triggering Cid's first transformation into the raging, hulking Draconian. It took the combined effort of several passing heroes to calm him down, after which he reverted to normal.

Intrigued about the prospect of using harnessing the mask's power, Cid embarked on a quest for revenge, but soon realized that he found more satisfaction in using his friend's gift for the greater good.

Originally hailing from western Canada, Lloyd Fraser was a professional snowboarder prior to an off-season training accident in the Rocky Mountain backcountry. Having broken both of his legs in his fall, he would have died in the wilderness if it weren't for the nameless shaman that heard his cries for help and came to his aid. Brought to a secluded cave where his injuries were attended to and where he could be sheltered from the elements, Lloyd-- born of aboriginal descent but raised in the modern way-- formed a connection with a spirit animal that came to him in a dream.

When he awoke, he found himself alone. His legs were healed, yet transfigured to somewhat resemble a stallion's gait. Realizing that he would never be able to compete again, he announced a sudden retirement from sports and eventually embarked on a journey across the continent to Millennium City...

The Millionaire identity is shared by a collective of crime-fighters operating throughout the globe, each clad in the same green and gold costume reminiscent of the colors of currency. These vigilantes, no matter where they are found, take a no-nonsense approach to their trade-- preferring to shoot first with their specially-engineered concussive pistols and ask questions later, often disappearing from the scene without a trace.

Millennium City's Millionaire is Winston Grand, a self-made tycoon deeply involved with dealings in the science-technology sector. Essentially set for life from his earnings and wanting for nothing (except maybe someone to settle down with), Winston's circumstances couldn't seem any brighter.

In truth, the man once known as "Winston Grand" was killed in an assassination ordered by some unscrupulous rival investor. Artificially grown simulacra created from Winston's preserved DNA operate as Millionaire agents, taking on many identities as they search for the man who ended their progenitor's life.
