Penny was abandoned on the doorstep of an orphanage as a baby. She was teased and bullied for being different and dreamed of running away to join the circus. After crying herself to sleep one night after a day of particularly bad bullying, she awoke to find herself around a campfire in a strange, yet familiar place, the circus of her dreams called ''The Cirque de Folie'', the Circus of Fools. She was greeted by the Ringmaster and the other clowns and carnies there who welcomed her like family.
 
  
The Ringmaster was like the father she'd always wanted. He was kind and fun and made her laugh. He taught her everything about running a circus. Juggling, acrobatics, trapeze, tight rope walking, unicycling, sword swallowing, handling wild animals, and even breathing fire. He taught her about magic and the multiverse and about everything that mattered and everything that didn't. He taught her to smile when she was sad, to joke when things were serious, to prank when she got upset, and to laugh in the face of danger.
 
  
But most importantly he helped teach her what made her special. Her daydreaming was more than just an overactive imagination, but a superpower. He taught her how she could bring her imagination to life, creating real things with a mere thought, like magic. She practiced long and hard until she became an expert. Costumes, props, and other gags became trivial to conjure, even invisible ones. She became their very best show clown and took the stage name ''The Great Charade!''

It was years before the Ringmaster told her the entire truth about herself though. Penny knew she was no ordinary girl. After years of nagging, he finaly fessed up. He told her that her real father was ''Luvah, the Prime Avatar of Chaos'', and her mother was ''Vala'', his feminine aspect. Penny wasn't actually a normal human, but a living doll. ''(Which in hindsight explained a lot, like her lack of genitalia.)'' He further explained how Luvah's chaotic nature made him very unpredictable, but he told her how the entire Cirque de Folie was formed from Penny's desire to run away, and that it was Luvah who helped manifest it into her own pocket dimension. It was Luvah's wish for Penny to take over as Ringmaster of the Cirque de Folie, and it had been his job to take care of her until she was ready.

Once Penny took over the Cirque de Folie, she set about perfecting her show. Reality wasn't enough for her anymore. It was too boring, simple, and restricted. With Penny's powers, the Cirque de Folie became surreal, a twisted and bizarre dream-like place which defied physics and was without rules. The acrobats spun through space, the clowns stretched and bounced, the animals danced the waltz and had tea parties. It wasn't just a circus, but a world of wonder where everything you thought impossible could happen, the ultimate form of fun and escapism from the cold harshness of reality and mundane life!

With Penny now running the show, the former Ringmaster instead became known as ''The Ticketmaster''. He is easily summoned by any person wishing to purchase a ticket to the show thanks to his uncanny ability to hop dimensions at a moments notice. However tickets never seem to have a set price, sometimes asking for money, other times asking to barter, and sometimes tickets are even given freely. Penny is also known to sometimes give out free tickets to people she meets. When customers ask where the Cirque is, the Ticketmaster responds, ''"Just left of the Dreamzone."'' and instructs them to place the ticket beneath their pillow at night before bed. Upon falling asleep, they awake to find themselves physically transported to the entrance of the Cirque de Folie.

Time passes far slower at the Cirque then on Earth or most other planes. You could spend an entire 12 hour day there and upon returning find that only 6 hours had passed. Guests are allowed and encouraged to stay the entire day to enjoy the many sideshows and attractions. There are Carousels with real horses, Roller Coasters that twist and snake on their own, enormous Ferris Wheels that seem to turn the entire world around themselves, the best Carnival Games and Food Vendors you can imagine, and countless sideshows, oddities, and wonders to behold.

After an absolutely bewildering performance, guests are invited to stay for the Firework Show at the end of the night, as bright explosions of color and shapes fill and dance across the entire sky. When ready to leave, guests need only close their eyes for a few moments before falling asleep and waking back up in bed well rested.

At first hundreds, and soon, ''thousands'' were coming every day to visit. The Cirque even began to become a haven for outcasts, irregulars, and runaways looking for a home. Penny traveled across the planes advertising her show. However, it was on the plane of ''Babylon, the City of Man'', that she discovered even further truths about herself.

''EVERY'' superhero has an origin story, right? Some kind of tragic backstory of how they got their powers and embraced their destiny to become a hero?
A few members of a chaotic faction known as ''The Fool's Parliament'' claimed to recognize Penny and excitedly asked her to meet with them in secret, and they told her the story of how she was created. A few of them had gotten sick of their rivalry with the order-loving faction known as ''The Shadow Cabinet'', so they performed a ritual to summon a ''Champion of Chaos'' to fight for their freedom. But Luvah being the entity of pure chaos that he is, pranked them by sending them baby Penelope instead. They called her ''The Avatar of Jokes''. They were a bit embarrassed by the whole ordeal and kept it quiet, leaving Penny on Earth to grow up. They excitedly told her how they had hoped she'd come back one day once she was older and more powerful so that they could take their revenge. Instead, Penny called them out on their hypocrisy for being foolish enough to think they could control chaos.

The Parliament members weren't very happy with her, but Penny threatened to divulge their secret to the rest of the Parliament. Regretfully they obliged and continued to explain where her powers came from. Most mystics and superheroes, whether they know it or not, draw their power from a higher plane. The most common are ''Faerie, the Land of Myths and Legends'', ''Babylon, the City of Man'', the heavenly realm of ''Elysium'', and the hellish ''Netherworld''. These planes are collections of concepts and within close proximity to the real ''Malkuth'' world, so they are most easily accessed. Others can draw power from conceptual realms like Shadow, Fire, Plants, or Animals. These realms are further and more specialized, though often more powerful in their own aspects.

They explained that as an Avatar of Luvah, Penny's power to bring anything she could imagine into existence comes from Da'ath as well, though to a far more limited extent. While Penny wields almost absolute power over her pocket dimension, she's not nearly as powerful on other planes, and particularly less so on Earth because of the mystical barrier known as ''The Ban'' which further keeps her powers in check.

Who is she?

Even in a world of superheroes and the supernatural, Penny is something of an anomaly.
She's just one of those mysteries that refuses to make any sense!

Is she a clown?
Is she a mime?

But why does she talk...?
...And why won't she shut up already!?

Origin

EVERY superhero has an origin story, right? Some kind of tragic backstory of how they got their powers and embraced their destiny to become a hero?

There are no records of her prior to her appearance in 2018. She's claimed that her earliest memory was waking up after having fallen out of a tree. In one rare occurrence that Penny decided to cooperate with a police interrogation, a psionic hero was brought in to perform a mind reading. After being rickrolled by Rick Astley's "Never Gonna Give You Up", they were able to verify that she wasn't suffering from amnesia, but rather that she simply didn't have any memories from before 2018 at all.

Given her chaotic nature, getting her to cooperate for any further tests has been a challenge.
