Rigor regularly needs to be "buzzed" by Pulse's ability to accelerate atomic movement in order to stay active, otherwise he will continuously regress into stasis. In doing so, Pulse essentially uses Rigor as a power sink to prevent too much of his own power from building up from disuse-- preventing the production of unbearable noise pollution from his "vibing" or inadvertently shattering objects by mere touch.
