− | The latest in the Cartwright line, an old Boston Brahmin family, Reginald's parents were among the elite of the East Coast, though their name was slowly fading into time. His father, who did not want his children to fall into the lazy life of rich inheritors, impressed upon them the importance of finding one's own wealth and contributing to humankind via science or civil service; his mother got them interested in the finer arts. It was Reginald who took to science the most, and had a profound interest in computers. While his sister Jane went into full time arts and his brother a lawyer, Reginald went and got his computer science degree from MIT. He went to work for Binary Corporation after spending only a year getting his Master's degree, distancing himself from the old world of his family's history to live a new life as a modern man.

He walked the worlds of art and science on equal footing, but he felt restless. He felt restless, but did not consider it just a part of his youth. Reginald would soon get his wish, whether he liked it or not, when the villainous Dr. Ion and his creation Ohm attacked the Binary Corp. facility Reginald worked at. Caught in a collapsing part of the building, he was trapped and injured.

Reginald naturally thought he or the two men ought to be checked into psychiatric care, but somehow he knew they were right. Upon exposure to the current, he became Fulminis, and drove off the villains after emerging from the rubble. Since then, he has been exploring the extent of his powers, what he is, and the outer realms, while fighting the forces of evil and ignorance in order to ensure mankind achieves greater things without anything to hold them back.

− | Refined in speech and cultured to the arts, Fulminis is a true blue-blooded sophisticate, yet with modern sensibilities and an interest in technical systems, particularly computers. He can be very impassioned in this regard, and as such greatly respects creative types and engineering types equally. He keeps up with the latest fashions, trends and technological breakthroughs, and likes to hold or attend parties.

Though with a strong moral code and no real malice in him, Fulminis can inadvertently offend someone just by the attitude he carries or by dropping a condescending and rude remark. He is sometimes a little too serious for his own good, and can be left lost and hesitant in areas unfamiliar to him due to his specific upbringing, particularly when dealing with working class heroes. However, he is truly a caring individual who would willingly endanger himself for anyone in need of protection, no matter their background.

− | Fulminis is able to generate and control vast amounts of electricity from his own body, weaponizing it on settings from 'taser' to 'obliterate' depending on who he is fighting. Being mystical in origin, he has some defense against magic users, and the fact his electricity is from another realm means he can do things with it that would otherwise be impossibly in this world, such as forming shapes or creating homing masses with it. He can also transform into an energy form made of electricity, allowing him to travel through telephone wires or even computers if he so chooses, and quickly travel small distances. Of course, all this is easily nullified by rubber or other material that are electrically insulated.
