One of the world's supervillain prisons, based in an underwater facility somewhere off of the West coast of America. The exact location is a highly classified State secret, the first safety precaution to ward off potential escapes and break-outs. The facility was constructed on the basis that having "A thousand tons of water on top of it might make anyone trying to bust out a boss or buddy think twice. You make a hole in this facility, you've just let in a little bit of wet, salty Hell, likely to drown pretty much everyone in the place." The current warden, Warden Gregory Hampstead, has expressed great pride in the security of the facility, having temporarily housed world-famous Stronghold prisoners while the infamous Stronghold riots were in full swing. The facility contains a four cell blocks, each ascending in security rating.
Level 1 Security - High-Sec
Number of cells - 500
This block is designed to contain low level metahumans, most commonly superpowered thugs. Living quarters consist of a standard sized cell, often customized for special cases such as plastic bars and furniture for magnetism controlling metahumans or fireproof surfaces for pyrokinetics. Psychics are also fitted with an inhibiting helmet that restricts low-powered psychic abilities.
Level 2 Security - Super-Sec
Number of cells - 100
The Super-Sec security block is designed for particularily powerful metahumans, such as superhumans with extremely powerful strength or the ability to teleport. Each cell is retrofitted for each individual inmate, taking careful consideration into their powers.
Level 3 Security - Max-Sec
Number of cells - 50
The Maximum Security block is reserved for those that could prove extremely dangerous to others and, potentially, themselves. Inmates with dangerously unstable powers are kept here, on a constant sedative to relax and maintain peace. The cells themselves are human-sized containers, appropriate nicknamed the "Iron Maidens" by prisoners. They are made to fit and restrict movement.
Level 4 Security - SuperMax
Number of cells - 10
Recently installed in an entirely separate structure, the SuperMax block contains 10 of the highly advanced and controversial Hotsleep chambers. The Hotsleep chamber places the prisoner in a controlled state of hibernation, rendering even the most powerful of superhumans more or less inert. However, some fears over how secure the Hotsleep chambers really are have been raised due to news that Menton, the "world's most powerful psychic", successfully breached his own Hotsleep chamber in Stronghold. Warden Hampstead commented "We have to be sure to remember that Menton is considered THE most powerful psychic. Yes, the Hotsleep chambers aren't perfect, but it takes someone like Menton to break out of them."
