Premise

The Statesmen are a team of US marshals, in the service of the federal government of the United States of America.

The Statesmen respond to threats anywhere in the United States, with a focus on areas of particularly intense conflict (Millenium City, the Southwest Desert, etc.) As representatives of the United States, the Statesmen are also at times deployed overseas at the request and in full cooperation with local governments, such as in Canada. Their jurisdiction is particularly relevant to the apprehension of US criminals who have fled to foreign counties.

While in Millenium City, the Statesmen coordinate closely with local law enforcement, including the SWAT team – Meta-S.W.A.T..

Individual members vary in whether they came up through the US Marshals service, or were deputized in by state governments during the period in which representation was on a state-by-state basis. Members display a wide range of superhuman talents, from diverse backgrounds.

All must have US residence, and committed to the pursuit of justice, with integrity, and in service to the United States of America.


About the US Marshals Service

The U.S. Marshals Service is the nation’s oldest and most versatile federal law enforcement agency. Federal Marshals have served the country since 1789, oftentimes in unseen but critical ways. To this day, the Marshals occupy a uniquely central position in the federal justice system. It is the enforcement arm of the federal courts, and as such, it is involved in virtually every federal law enforcement initiative. Presidentially appointed U.S. Marshals direct the activities of 94 districts — one for each federal judicial district. More than 3,320 Deputy U.S. Marshals and Criminal Investigators form the backbone of the agency. Among their many duties, they apprehend more than half of all federal fugitives, protect the federal judiciary, operate the Witness Security Program, transport federal prisoners and seize property acquired by criminals through illegal activities.

The U.S. Marshals Service is the federal government’s primary agency for conducting fugitive investigations. The Marshals apprehend more federal fugitives than all other law enforcement agencies combined. The USMS has developed close working relationships with other law enforcement agencies on fugitive matters and provides assistance, expertise and training to agencies on the federal, state, local and international levels.

The U.S. Marshals Service is the primary agency for apprehending foreign fugitives believed to be in the United States, and it is the agency responsible for locating and extraditing American fugitives, who flee to foreign countries


History of the Statesmen

The Marshals service has had to adapt to the ever growing superhuman threat. In the wake of 9/11 there was increased funding for federal superhuman agents, and this came at a time when the United States was also increasingly conscious of superhuman threats posed by foreign countries. In particular China, with its enormous super team the Tiger Squad (with a roster of nearly 60 superhumans) was considered a special threat.

The Attorney General approved the formation of a squad of super-powered marshals, with one representative from each state. Each state had the option to recruit from within the marshals in their existing districts, or to recruit from the super heroes associated with their state, and to appoint that hero as a deputy US marshal. John Henry was appointed as the leader of the team.

As the Statesmen continued operations, they were faced with one of the greatest threats in the history of the nation. Kal-Turak (or Takofanes) emerged from his prison and attacked Millenium City. The Statesmen rose to the challenge and brought their skills with combat, the protection of innocent civilians, and with research arcane, divine, and mundane to turn the tide.

When John Henry was permanently re-deployed to Afghanistan to address the on-going challenges on that front, Attorney General Holder appointed Frederick Denton as his successor. Denton used this opportunity to brief Holder and the leadership of the US marshals service and to advocate for the ability to field a larger team capable of responding to threats on the epic level which Kal-Turak represented. There was no reason to think that threats on this scale would end with his defeat.

Data on the distribution of super-powered talent within the US marshals service indicated that it was not distributed on a state by state basis. Denton advocated that the Statesmen be organized by region (East Coast, Great Lakes, Great Plains, and West Coast), and that as many representatives from a given region as were field ready and committed to the team’s ideals be potentially considered for candidacy. In addition, he advocated that the team establish a permanent headquarters in Millenium City, in recognition of how it had become a critical front-line in the on-going battle against evil.

When Denton, along with most of his taskforce went MIA in January of 2010, combinded with various budget cuts and personnel reassignment, the Statesmen began to founder. It took until March for the position of Federal Marshal to be decided on. It was given to Jane Foster, Lady Incendiary, along with a mandate to bring the organization back up to previous standards and operation levels.

The Federal Marshal is responsible for all coordination of the Statesmen’s activities. He,or she, is personally accountable to Attorney General Holder for the actions of the team.
