Metahuman Tier System

The Metahuman Tier System (MTS) was a tool used to assess the threat level and power of a metahuman. The metahuman is considered a person with amplified abilities, either through magic/mutation/weapon. This tier system was used in Jason's Universe, and was also adopted in Croft. Tiers span from 1-10, with Tier 10 being considered the lowest tier.

Metahuman Rankings

The threat level of a metahuman is dictated by how much military or enforcement power is required to take the metahuman down, as well as their destructiveness. Most well known superheroes to exist hover around Tiers 3-5, with Tier 3 being one of the most powerful heroes to be in service. Lesser known and more civilian based heroes hover around Tiers 5-7. High ranking villain threats that were made public, like Gravitar or Grind, are typically considered near the upper echelon, hovering at Tiers 2 or 3, with Tier 2 supervillains considered extremely dangerous threats.

Publically Released Tiers

These Tiers are used to classify metahumans used by the Government that has been released to the public for their knowledge and safety.

Tiers 10-8: Low Ranking Metahuman. These metahumans are considered little to no threat, and are allowed to be integrated into common society without any complications. These metahumans are often described as people with evo's that only assist them in certain tasks, or none at all. They are equivalent to normal civilians.

Tiers 7+6: Mid Ranking Metahuman. These metahumans are considered more dangerous, and if criminal, will require officers with firearms to take down. These metahumans are capable of posing a threat to groups of people, and are typically classified to be house-level in terms of destructiveness.

Tiers 5-3: High Ranking Metahuman. These metahumans require occasional checkups with law enforcement to ensure that they are allowed to be with society. Metahumans placed in Tiers 5-3 are capable of destroying buildings and will require more armed enforcement to take down. This includes SWAT units or soldiers.

Tier 2: Very High Ranking Metahuman. These metahumans are rare, and are capable of destroying large buildings and are subject to international interests. Taking down a Tier 2 Metahuman requires the involvement of a military. A Tier 2 metahuman requires constant surveillance by enforcement to ensure behaviour.

Tier 1: International Threat. Metahumans classified as Tier 1 are among one of the strongest of their breed. Their abilities pose a threat to international relations, and are almost always affiliated with government. Their destruction is city level, and if considered criminal, will require extreme military forces with the assistance of metahumans to take down. These metahumans are rarely allowed to walk among society unless they are with several high ranking armed government agents to watch their every move. A Tier 1 metahuman was thought to be the rarest of the breed, and was considered one in a hundred.

Undefiable Extreme Threat Metahuman Tiers

Metahumans placed in these tiers are described by the government as "undefiable", with abilities that are "beyond comprehension". Needless to say, metahumans that are ranked in these realms are among the most powerful to ever exist, and are considered the absolute upper echelon of metahuman capability. Due to their overwhelming potential threat, governments all around the world have deemed these tiers classified from public knowledge for their safety.

Tier 0: Metahumans considered Zeroth Tier are almost unheard of. These metahumans are either forced to work with the government, or are placed into isolation either dimensionally, or magically. The destructiveness and potential threat of a Tier 0 Metahuman is considered planetary and their powers almost incomprehensibly strong. As a result, all governments are notified about these metahumans, and advised to proceed with extreme caution. Tier 0 Metahumans are expected to only be engaged when all military forces have fully assembled with proper planning and operations. Even with the proper military forces, engaging a Tier Zero Metahuman is highly not recommended.

Tier X: Since the introduction of more powerful deities, stronger meta humans with powers that are unexplained have began to emerge. Since then, the MTS created a new tier for this particular level of power. Needless to say, Tier X meta humans are the top of the top, and are beyond all other meta humans as a whole, their power rivalling that of "gods". No Tier X metahuman is known to exist who's powers have been acquired naturally through mutation or magic. Only one Tier X metahuman was known to exist, until his ultimate passing.
