The Early Years
Kyle was born on 10/11/1986 to George and Margaret Collins in San Francisco. The Collins family was a quiet group of individuals, there was little to none communication between the family members. In high school, nobody knew Kyle existed. He would weave in and out of class seamlessly at the start and the end of the day. Trouble came knocking on his door when two seniors sexually harassed a female friend of his. She would later commit suicide by drowning herself and regrettably the perpetrators got away scott-free. Enraged, Kyle stalked one of them. Under the cover of night, Kyle knocked him out and uncovered the evidence that would put the two of them behind bars.
Enlisting
Feeling a sense of satisfaction at seeing justice being meted out, Kyle enrolled into the Police Department. There, the training paid off. Kyle excelled in marksmanship and he was solving crime after crime. He caught the attention of the MCPD, which was in dire need of capable officers to handle the more superpowered nature of the crimes in Millennium City. Kyle leaped at the opportunity, believing it to be a challenge offered to him to further better himself.
PRIMUS
Now 26, Kyle would eventually meet a strong opponent. The PSI enforcer easily overpowered Kyle, physically and mentally. Requiring immediate medical treatment, the paramedical staff determined that Kyle's genetics were suitable for the PRIMUS super soldier program. Hypothesizing that the serum would heal Kyle's injuries, PRIMUS injected Kyle with the serum. Due to a scientific miscalculation, an increased amount of Cyberline was injected into Kyle. This had devastating results. The Cyberline serum completely erased Kyle's memories.
Enraged
Waking up on a gurney, Kyle was frustrated at the loss of his memories. Confused and upset, Kyle lashed out at his caretakers. Using his subtlety, Kyle was able to sneak out of the PRIMUS facility, but not before stealing a rifle and a combat suit. When he was out on the run, instinct guided him back to his family home. George and Margaret were surprised that Kyle didn't remember them at all, and tried convincing him that they were his parents. Kyle shot them with his rifle before taking off, under the belief they were PRIMUS agents sent to confuse and deceive him. News spread of the cold blooded murder. Deeming Kyle unusable and unstable, UNTIL and PRIMUS labelled him as "Spectre" and declared him a fugitive.
Abilities
Cyberline Serum - Spectre has enhanced strength, durability and reflexes thanks to the super soldier serum. He borders close to superhuman levels.
Sharpshooter - With an excellent hand-eye coordination, Spectre is uncannily skilled with his rifle. He is able to cleanly shoot the driver of a speeding car.
Hand to hand combat - Spectre is proficient at melee combat, however he prefers to remain at range.
Stealth - Spectre's natural talent is to conceal himself to the point where he is able to move around unnoticed.
Equipment
Custom SR-21 Rifle - This rifle has a detachable scope and is Spectre's prefered weapon at all times serving as both a semi-automatic weapon as well as a precision-rifle.
Advanced Kevlar Suit - The suit is laced with circuitry wired into the fabric to the skin allowing the user to project a personal force-field at will. It also boosts the strength and durability of the user by two-fold. The suit has stealth capabilities, rendering the user invisible from infra-red sensors.
Weaknesses
Barely Superhuman - His enhanced physical levels only puts him slightly above an olympian. He can be easily dispatched with precise shots and extreme temperatures.
