Citizen Thirteen is a patriot above all else. He is an Army Ranger from the WWII era turned Cold War super-soldier. Despite being born in 1922, he has had plenty of time to get accustomed to the modern day world as he has been active since 1999. As Thirteen grew comfortable seeing his image in news media and noticed the affect his actions have on the moral of service members, he decided to volunteer more frequently with the USO and at the VA, and to hold discussions with other disabled veterans on the importance of utilizing their VA benefits to help with rehabilitation.

An expert in small arms and hand to hand combat, Thirteen now puts those skills to good use as an enforcer of American Justice! He is most notable for his patriotic attire, his dual Colt 1911's, and bionic arm. Citizen Thirteen loves his country, his guns, and he loves to have a good time at the local VFW when the old timers get together to have a few beers.
