Summary
Kitty Hawk appears to be one of several "Legacy Heroes" currently operating in Millenium City. All of her weaponry and devices were originally invented by her father, Harold Hawkins, AKA Golden Hawk. Her sudden appearance and activities (see below) have put her on the Primus WatchList until we can ascertain her motives and intentions.
Harold Hawkins was born into a family of tinkerers. His father, Patrick Hawkins, was one of the scientists who worked on the Stratus X-1 Rocket Pack project after it was absorbed into the Army Air Corps. While the designs for the "ejection pack" were workable, it was Hawkins who greatly modified the existing components to create the pack worn by Molly McCoy, the Wasp.
The pack was again modified in the 1950s when American Eagle took to the skies to defend the nation against the communist threat. The crude jet propulsion system was eliminated in favor of a solar-powered semi-rigid set of wings that used ionized energy for silent flight.
It was that flight pack that Harold Hawkins cut his teeth on. He streamlined the wings and used a reversed thrust ionization generator to fire beams of hardened sunlight as a weapon. With these initial tools of the trade, Hawkins registered himself as Golden Hawk and became one of the first licensed private heroes in the country.
He operated for two years in Detroit, slowly building a name for himself in a time period when there were no image consultants or PR departments. He formed an alliance with another hero, Free Will, a psionic super athlete who was, perhaps, ironically named. Together they were responsible for several large arrests and known for averting a number of natural disasters. Their most famous incident at the time was the Leila Powell kidnapping case, wherein they were able to retrieve Ms. Powell and turn the entire kidnapping ring over to the police without a single injury.
Shortly after the Powell kidnapping, Golden Hawk and Free Will were assisting the police in a bank stand-off. While the situation was serious in nature, the criminals were unremarkable, possessing no high tech weaponry nor any other lofty intentions. Golden Hawk and Free Will entered the bank at two different points, at approximately 12:05 PM. Two minutes later, a massive explosion tore through the bank, killing four people and injuring seventeen others. the force of the explosion compromised the structure's integrity and the building partially collapsed. The stand-off became a rescue and salvage operation.
When the smoke cleared, and after police and fire completed their initial investigation, it was revealed that Golden Hawk's flight pack was the cause of the explosion. In the subsequent trial, witness testimony indicated that a bullet fired from one of the thieves damaged the device, which caused it to overheat, and ultimately explode.
Allegations arose as to the safety of Golden Hawk's equipment, and the most damning evidence seemed to be Hawkins' decision to shed the pack several seconds before detonation.
From the court transcript:
Carver: You knew the pack was going to explode, didn't you?
Hawkins: Yes, well, I could tell something was wrong. It had never behaved like that before. It felt like it was coming apart on my back.
Carver: So, you got rid of it. In a crowded bank, you threw it down, and told everyone to run.
Hawkins: No, that's not what hap--
Carver: Did you have any kind of safety protocols in place, Mr. Hawkins?
Hawkins: Yes, of course, you don't go into the field without them.
Carver: So, you knew there was a chance that the pack could explode? You planned for that contingency, then?
Hawkins: ...Yes. In the extremely unlikely event--
Carver: No further questions.
The most damning evidence that Hawkins knew about the pack's faulty design came from his partner, Free Will. He testified that, as he entered the bank lobby and saw Hawkins unclip his flight pack, he heard, above the chaos, one familiar voice in his head, thinking to himself: "It's happening. My worst fear has come true." In the television coverage of the trial, Will looks anguished at having to give his testimony. Hawkins looks angry and beaten.
Criminal courts found Hawkins not guilty of any criminal mischief, citing the Colt Act of 1969. However, Hawkins' Private Hero license was permanently revoked and his equipment turned over to PRIMUS for inspection. Some of the equipment (see Appendix A) was returned, and the rest of the equipment (see appendix B) has since gone missing from the vaults sometime between ten and twelve years ago.
Hawkins returned to the private sector, managed to find work at Detroit Community College (now Millennium City Technical Institute), where he eventually became the head of the mathematics department. He was known by his colleages for his extreme privacy and his ever-present mournful expression, which led to the unflattering nickname "Hangdog Hawkins." He passed away in 2006.
In his later years, faculty said, his singular source of joy seemed to be his daughter, Katherine, who had inherited all of his gifted intellect and then some. She was at MIT, working on her doctorate in quantum physics, when her father passed away. She flew back home to deal with his estate, having been named his executor.
An Unlikely Ally
At the funeral, Katherine was one of twelve attendees, who included Leila Powell. They spent several hours together, talking about her father, the famous kidnapping case, and it was at that time Katherine learned the truth about Harold Hawkins. She didn't take it well, as the accompanying report for Mike's Bar and Grill indicates. No charges were filed, and Katherine spent only one night in jail in exchange for paying for the broken glass and the shattered mirror (see Appendix C).(Director's Note: Files are no longer attached, all appendices missing.)
Three days after the funeral, Katherine received a package in the mail. It contained her father's force gloves, along with a long, typewritten letter and a packet of papers. The letter was from Harold Hawkins, apologizing for his behavior and his seemingly erratic reactions over the years.
The packet of papers contained detailed schematics of all of Hawkins' crime-fighting equipment, including projects he was working on at the time of the tragedy. (Director's Note: This packet is identical to the materials stolen from PRIMUS twelve years ago.)
Intrigued by all of these revelations, Katherine began her own investigation. First, she tested the equipment available to her. Then she started building the missing pieces, working in her father's dusty old converted garage. Within a month, she had not only rebuilt her father's crime-fighting legacy, but updated the technology for the 21st century. In this spirit, Katherine has taken up the name Kitty Hawk, and is trying to clear her father's name.
PRIMUS has since learned that the person who sent Katherine the old Golden Hawk equipment was Foxbat. Foxbat's connection is to Harold Hawkins and his family is part of an ongoing investigation.
PRIMUS is obviously watching Kitty Hawk very carefully. To date, she has picked up the threads of her father's career, helping local law enforcement. We have so far confirmed at least one meeting between Kitty Hawk and Foxbat. In this meeting, no laws were broken, though it should be noted that Foxbat remains at large, wanted for questioning in a number of open cases.
