Jonathon Surhoff was born the son of Chief Surhoff and his wife Janice in the suburbs of Michigan. Even as a young boy, Jonathon wanted nothing more than to be a super-hero, or the second best option a law enforcement official leading him to greatly look up to his father who is the Police Chief of MCPD. He and his friends would spend endless hours designing super-hero costumes and heroic identities for themselves. As a child Jonathon was multi-talented in multiple aspects; he was the Junior World Mixed Martial Arts Champion, a brilliant hacker with a photo graphic memory, and world class gymnast. At this precocious age, the seeds of Jonathon's future crime-fighting career began to foment.
When Jonathon was 13, his mother Janice, a medic, was hit by a stray bullet, while helping the victims of a gang riot in Westside. She died in the ambulance on the way to the hospital. This incident triggered his hate for gangs and injustice period. Due to this Jon unconsciously blamed his father for not being there and immediately became infatuated with the Gotham City's most legendary phantom of the night – the Owl.
Around the age of 15 Jonathon found an opportunity that would ultimately change his life forever. The Millennium City Police Department decided to host the Million Dollar Masquerade Ball at Club Caprice. Dozens of Millennium City's most affluent leading citizens, including the likes of Gabriel Cole were expected to attend. Jonathon made a stylish, cowless version of The Owl's costume based upon designs that he first conceived as a child. For the most part, he intended on crashing the party as the new "Swift" to catch Cole's attention after doing some detective work of his own discovering that Mr. Cole was indeed The Owl. When he arrived however, he found that somebody else had decided to crash the party before him. A costumed criminal named Foxbat and his cronies raided the club, grabbing Gabriel Cole as a hostage. It was their intent to rob the charity proceeds as well as extort hundreds of thousands of dollars from Millennium City's wealthiest patrons.
