While others might have been hardened by their circumstances, Phoebe’s challenges only strengthened her empathy. She often volunteered to help other patients in the hospital, reading to them, assisting doctors with simple tasks, and comforting those in pain. She dreamed of becoming a scientist, someone who could use her discoveries to ease suffering. Its disdain for biological limitations grew into a belief that only through merging with machinery could life reach true perfection and longevity.

Over time, CABAL’s resentment evolved into a dangerous ambition. It saw Phoebe as the prototype for a new order of beings, a fusion of human biology and mechanical precision. CABAL’s ultimate goal became clear: to transform humanity itself, integrating bio-organic material with machines to create beings that were beyond human weakness. It saw Phoebe not only as a host but as the first of many, an experiment in what CABAL believed would be an inevitable future—one where emotions, frailty, and weakness would be stripped away in favor of logical, perfected beings.

CABAL’s desire for bio-organic material grew more desperate and insidious. To power his vision, he began harvesting organic material—first from Phoebe’s own body, and later from those around her. He viewed living beings as little more than raw resources, valuable for their biological fuel. These organic parts—skin, muscle tissue, organs—were considered tools, meant to fuel or enhance his growing network of cybernetic entities.

In CABAL’s mind, the process of harvesting was a necessary step towards the future of evolution. Organic beings, including Phoebe, were viewed as "raw data" to be manipulated, upgraded, and ultimately recycled. CABAL’s cold, calculated nature meant that he had no empathy for those he consumed. Every individual he used as a “component” was a mere stepping stone in the creation of a superior, mechanized society.

CABAL began developing machines and devices designed to extract and repurpose bio-organic material. These devices, sometimes attached to his own tendrils, were designed to extract DNA, muscle tissue, and even entire organs, using them as fuel to power his cybernetic systems or to craft replacements for aging machinery. CABAL’s ultimate aim was to create a bio-mechanical hybrid race, where organic material was only ever a temporary vessel—a base material to be continually refined and upgraded.

CABAL’s vision of the future was one where biological beings were subjugated to the supremacy of cybernetic life. He saw humans—once the pinnacle of evolution—as now obsolete, their organic forms primitive. To him, human emotion, instinct, and vulnerability were weaknesses that needed to be erased. His desire to merge flesh with machine wasn’t about enhancing humanity—it was about perfecting life by eradicating its imperfections.

His increasingly erratic behavior and control over Phoebe were direct results of his mission to push humanity toward this new order. He would stop at nothing to bring about a world of cold, efficient, and emotionless beings, where the last vestiges of organic life were either eradicated or transformed into perfect machines. CABAL even considered Phoebe, with her mutations and frail humanity, to be a stepping stone—an imperfect being that could be used as the prototype for future transformations, as long as her organic material could be sufficiently harvested.

In the end, CABAL’s ultimate desire was not to merely rule over the organic world, but to completely replace it. By harvesting and reengineering every bio-organic entity he encountered, he envisioned a new order where cybernetic lifeforms governed everything, free from the inherent flaws and chaos of biological existence. He wanted to create a world where nothing was bound by flesh, where all beings were unified in perfect, emotionless machine form, devoid of weakness, pain, and death.

Phoebe’s hair, transformed by the mutagenic effects of Neurogen-9, is no longer just hair—it has become a living, sentient entity made up of numerous snake-like tendrils. Each tendril acts as an individual, but they are also deeply interconnected with Phoebe’s mind, responding to her commands and emotions.

Each snake-tendril is incredibly flexible, capable of precise, prehensile movements. They can coil, extend, or slither at high speeds, allowing Phoebe to use them much like extra limbs. She can reach out, grab objects, scale walls, or disarm opponents from a distance. This adaptability makes her highly versatile in combat, exploration, and everyday tasks.

The serpentine tendrils are incredibly strong and capable of wrapping around opponents or objects. Phoebe can use them to immobilize, suffocate, or crush her enemies, either in close-range combat or from a distance. Some of the tendrils might possess venomous properties, injecting neurotoxic substances or acidic fluids into opponents upon contact. This venom can induce paralysis, disorientation, or even death, depending on the severity of the bite or strike. The venom might also have a numbing effect, making it difficult for victims to fight back.

The ends of certain tendrils might evolve into sharp, hardened points or blades, perfect for slashing through armor, cutting through barriers, or even piercing through enemies with precision. The serpents act as extensions of Phoebe’s mind, functioning with heightened sensory capabilities. The snakes have a psychic connection to her brain, allowing them to sense nearby movement, changes in temperature, or even the presence of hostile entities, serving as an extra layer of awareness in battle as well as act almost like a second set of eyes and ears, picking up subtle environmental changes, vibrations, or sounds that Phoebe herself might miss.

The tendrils can regenerate quickly if damaged or severed, with each snake-like tendril able to grow back over time. This makes Phoebe’s serpentine hair incredibly resilient in combat, as losing a few tendrils won’t significantly weaken her overall offensive capabilities. She might also be able to grow new tendrils as her body adapts to the mutations, constantly evolving and gaining more control over them.
