Despite his young age, Lightning, just your average teenage superhero; super-strength, superhuman speed, heightened senses, increased intelligence, an affinity to electricity, etc. However, he wasn't always like that. He gained his supernatural abilities when he was shot to near-death in a robbery, where he had time to search his soul and have a dragon's soul bound to his own, followed by the experimentation he's done with mutagenic substances and attempting to further enhance his abilities with gene therapy. That dragon was called Fulgur and had an affinity to electricity and lightning, hence the blue eye colour.
