Did a quick search on Wikipedia, and found [http://en.m.wikipedia.org/wiki/Awards_and_decorations_of_the_United_States_government this].  Go to the DOD section and you can find a ton of awards given by the Department of Defense, including ones that are specifically given to federal employees who assist in military operations, and Navy specific medals also.  I'm still looking for one that is the "top" medal possible for a federal agent to earn, but you'd probably know where to look better than I as it depends on whether Carter is CIA affiliated, or falls under another department instead.  All of the Presidential Awards read as if they are more for straight up civilians who did some kinda big humanitarian deal or something lol, but one of them might work also.

And remove mention of the Medal of Honor. That is seriously too much. I know you aren't a US citizen, and much less very aware of the importance of military terms and honors of our military here, but the roleplay of receiving such a high award is just too much, not to mention three(Edit: I should mention that there isn't a service member ever in the history of our military that has received three Medals of Honor, and only 19 have ever received two MoH, but that was halted in like 1917. It has since been not allowed to receive more than one MoH ever. Check here for quick reference)And it's still easily arguable that All-Star isn't even eligible for a DD-214 because he was a government agent his entire time serving with the Marines and not a legit service-member. (Edit: the last comment was meant to suggest that if he is not a full fledged service member, then he is not entitled to the same honors as a service member. They do have civilian specific awards that are the equivalent of military awards however, and these are what are generally awarded to federal agents and such)
