Character Summary
A Headless Paranormal entity who became aware of herself a few years ago, she is in essence pure PSI Energy contained within a husk of a human body. She believes that at one point she had a head, but something happened and now her head and all her memories from that time are gone. Despite this, she has become both a cheerful Super Hero and firm supporter of UNTIL.
History
When Blue Celty first awoke years ago, she had found herself in a small apartment in a certain city in Mississippi. She had no recollection of anything that had happened before that point of time, which she refers to as First Morning. It didn't take long for her to realize that she had no head, or she could still perceive her surroundings, and 'see' in full colour even without it, as she was aware a blue coloured smoke like substance kept leaking out of her neck. Despite the initial shock of waking up with no head, it didn't disturb her any.
The apartment had no decorations and there was no TV either, so she had no way to verify if being headless was normal. Taking a chance that everyone else was headless too, she ventures outside and onto the streets. This turns bad almost instantly, as a young looking girl in thin clothes walking around with no head with wisps of blue smoke coming out of her neck is kinda terrifying. The local Police are called, flooded with reports of a monster skulking about. They mobilize all nearby police cars to intervene.
Surrounding her, they ordered her to stand down. Being headless, she was mute and thus unable to communicate with them. She could see they had pens, and presumably paper too, so she thought maybe she could write what she wanted to say. But as she neared one of the cops, they panic and open fire on her. The bullets pierce right through her, causing no bleeding, as her skin is only so thin. More of that blue smoke starts leaking out of these holes. She becomes angry at their attack, becoming aware that she can focus this smoke and lash out with it, forming orbs of it in her hand and lancing them towards the police officers.
The fight only lasts a few minutes, as her psychic attacks outright kills three police officers, and the rest break and flee, their bullet proof vests providing no protection from her attacks. She retreats as well, spending a number of days in that apartment trying desperately to think of how to get out of this, or what she should do.
Dr. Celtronium's Intervention
Her actions had set into motion a chain reaction, as both the city's local SWAT aspect as well as the state's Governor became involved. Knowing that normal methods would not stop her, they escalate the emergency to the next level and involve PRIMUS, as they would have the means to neutralize her without too many causalities. This is where her savior, a Nanomachine expert and Millennium City based super hero named Dr. Celtronium, gets involved. A staunch supporter of PRIMUS, he was returning from an assignment with PRIMUS at Project Greenskin when he met with one of the PRIMUS troopers who's friend was attached to the squad making its way to Blue Celty's location. He watched the video of her attacking the police, and saw that he could save her. He asked the trooper if he could pass along his desire to link up with the squad going to assault the Mississippi apartment complex. The squad readily agreed, knowing that having a Cape backing them nearly guaranteed success and drastically reduced causalities.
