All this stuff is classified, and only certain PRIMUS and UNTIL members would know it all. Not even Joan does!

History
The Early Years
Joan St. Claire was born to two extraordinary parents, each in their own way. Her mother was one of PRIMUS's most valuable agents, though she retired after her last mission, and the Great Dragon Flagellum. The two were in love since their (somewhat dangerous) encounter with each other in the deserts of northern Africa, a first for both, and after a year and a half of traveling the world, married and settled down in a small town in western Washington.
There they had two children, twins, Joan and Angela. Sadly the second twin was stillborn, and the doctors were unable to save the newborn. After the tragic loss of one of her children, Theresa decided never to tell her surviving child, and raised her without that fact ever coming to light.
For the first year everything went well, until suddenly Flagellum (under the name George) left, leaving Terry to raise her child alone, which she did to the best of her ability. Joan was somewhat of a... problem child, though, especially through school. She kept getting into fights with the other kids, but only if she viewed them as bullies, but outside of that was a shy, nerdy kid with very few friends until high school. Joan was diagnosed with an anxiety disorder, along with anger management issues at an early age, and hasn't quite gotten over either.
The normality ended quickly though. On her 19th birthday, Joan went through what would be best described as "Dragonification", growing wings and scales across her body, along with gaining her trademark super-strength (though it wouldn't reach the point it's at now until much later). Her mother was forced to tell her their fathers true identity, and much more importantly, help her try and find shirts with wing holes in the back.
But life went on. the now dragon-y Joan continued onto college, and everything was just peachy, until...
Death of a Friend, Birth of a Hero
Joan had a small group of friends by the end of high school, and the one that stood out the most was a young man named Anthony Smith ((I'll come up with a better last name later okay)). Joan viewed him as her best friend, maybe even her only REAL friend, along with having the biggest crush you could ever have on someone.
Her young and most likely unrecipricated love came to an end, sadly, when he was killed in an accident at school, when a young super lost control of his powers (who they are is unknown). Joan herself almost died in the explosion, and was trapped under the rubble for hours until rescue crews came along.
Personality
Joan's personality is sometimes all over the place, but one thing is very clear: she's a snarky lil' lizard. Making jokes at the worst times is what she does best. The other most obvious trait is her almost overbearing kindness to people she likes, and somewhat clingy nature to some friends (and especially lovers). She'd do anything for her companions, even if she very rarely lets them do things for her. Her laid-back attitude disappears during more stressful situations, and she becomes completely serious about the task at hand (well, most of the time), and acts like a pretty big jerk, even if she's not trying.
Joan despises very few things, but the one thing she can't stand is death. Killing of any sort, and even just a natural passing, is something she just cannot accept, and it really hits her hard when anyone close to her (or someone in general) bites it.
Powers
Super Strength: Joan's strength puts many other heroes to shame. She's among the beefiestin the entire city (which is no easy feat). When pushing her limits, the dragon can lift up to 400 tons (!) And carry anything half that weight relatively easy. She normally limits herself in combat though, due to the fatal force a punch from her could generate.
Toughness: Joan's unique draconic physiology can tank some pretty heavy shit, from tank cannons to the blow of another super. She's almost impervious to most blunt force trauma,
