Svietlana was delegated to UNTIL service when somebody in charge of Project 1691 wanted her mothballed and moved away from Sakistan, because being there began to leave bigger and bigger mental strain on her - this isn't known to anybody except a few people at Project 1691. This person assumed that UNTIL service will be less dehumanizing for Svietlana.
Republic of Sakistan:
One of the former republics of the Soviet Union, Sakistan is a small Caucasian country and in theory is independent since 2002. It borders Georgia, Armenia, Azerbaijan, and the Russian territory of Dagestan. In practice it's a part of the Russian sphere of influence.
Sakistan has very long history, akin to that of Georgia and Armenia. It was one of the first Christian territories in Caucasus, but it also has a very strong Muslim community, and even a local Zoroastrian leftover from the Sassanid period. It has a very mixed ethicity, so not very surprising, but it was never a very stable region to begin with. After fall of the Soviet Union and declaration of independence things are even worse.
Everything started to stir up in 2002, when first independent election was won by a pro-Russian president, mostly due to votes from largest cities and from Russian minority. This was strongly opposed by radical separatists from various factions, a few of them a rather extremist in their nature. The main point of offence was an ongoing presence of the Russian troops.
Russian reaction was a rather mild one - initial plan was to withdraw all troops to the Dagestan, as Sakistan was considered far too much trouble for its worth. In fact officials in Moscow were rather happy with getting rid of this territory for good - and keeping it only as an "independent" vassal state.
On 14 November 2003 everything changed. On the day of their withdrawal to Dagestan, Russian military contingent, containing not only military personnel, but also their families, was attacked during crossing the Maxim Gorky Bridge connecting two halves of the Sakistanian capital. This incident was later named as the Massacre on the Gorky Bridge and responsibility for this attack was almost immediately claimed by the Army of the Free Sakistan - a rather vocal and extremist faction.
This was first accord of the war. Not only the Russian Federation was forced to invade Sakistan - after all, Russian citizen were killed en masse, and it was not only a case of revenge, but also of not losing their reputation in the region - but also the invasion caused a rapid uprising of the remaining factions.
Now Sakistan is a country torn by irregular warfare and divided between a dozen of factions fighting each other. North of the country is controlled by the government backed up with Russian expedition troops, but all the rest is in constant turmoil. There are local guerillas from almost any Sakistanian religion and ethnicity and each one is trying to seize control over the entire country. There are also outside forces at play, making things even worse.
For Russia, Sakistan is a gordian knot. They can't withdraw without losing their face, but they are also unable to decisive victory in such environment. They also can't quench situation with an iron fist, because Sakistan is still considered an independent country - after all, officially Russia is only helping local government with restitution of legal order. The situation is pretty much hopeless and nothing indicates that this war may be ended in a predictable future.
