Winter is the superhero code name of young Canadian Angela Mackie. Her powers developed after a lengthy illness caused by a massive toxic dump into the river near her home. Upon her recovery, she discovered that she had the ability to generate ice & wind. She is still learning to control her powers.

Background
Angela was born in 1999 in Saskatoon, Saskatchewan, Canada, oldest of three children in her family. Her father Jim worked as an oil and gas technician in Northern Saskatchewan, her mother Amelia was a home maker. Jim was often away for weeks at a time in remote parts of Saskatchewan for his job.
In 2003 the family moved to an acreage in the north of Saskatchewan to allow Jim to have his family close to a more steady gas extraction job. Angela had to entertain herself without any friends her age living nearby. In winter she enjoyed ice skating on the lake near her home, making snow men and snow forts, and so on. In the warmer seasons, Angela enjoyed swimming, boating, and generally exploring nature.
Superheroic Origin
An industrial accident occurred near the Mackie property in winter of 2013. The company responsible unscrupulously failed to report it, and hoped that the spill into a nearby river would wash away under the winter ice without being noticed. What they did not account for was that the toxic substance excited water molecules and weakened ice.
One day while playing on the lake near her home, Angela fell into toxic waters when the ice beneath her gave. Angela barely managed to climb onto an ice flow, and was discovered by her mother and father just barely in time to save Angela's life from hypothermia.
Angela's recovery was long. She recovered from hypothermia, but exhibited symptoms like acute leukaemia which she suffered over a period of months, bedridden in hospital. It was little comfort to Angela or anyone that her illness triggered an investigation into the toxic spill that had caused her illness; ultimately, the company involved was penalized with a paltry fine it could easily afford, and made to pay for Angela's treatment. Her parents were advised that Angela may not survive more than a year or two. Then, one day in September 2013, Angela's conditioned very suddenly reversed. Defying all medical expectations, Angela was released from hospital in what was hailed as a medical miracle.
As the winter of 2013/14 began to set in, Angela fell back into her old routine. But as the winters began to freeze in the lake near her home, Angela sensed the formation of ice like she never had before. As the winter progressed, she accidentally disturbed her bedroom with powerful gusts of wind while she slept; she unintentionally froze the interior of her school bus solid, requiring all of the students to be rescued by the fire department. These displays of latent power came to the attention of the Canadian Federal government.

Angela was under tremendous strain during this time. She was separated from her family, though she was allowed to call them almost daily. Angela did learn some small amount of control of her powers, but Bedrock seemed most focused on the combat applications of Winter's powers. Angela suffered depression as she thought that the government might dictate her future, and force her to fight in conflicts on their behalf. She was also exhausted by laboratory testing of her limits that could go for as much as ten hours straight.
Luckily in 2015, Canada's government was ousted in an election by a more liberal and compassionate party. The new Minister of Meta-Human Affairs reviewed case files of meta-humans known to the government and was aghast at what was being done with Angela Mackie. Bedrock was immediately dismissed and put under top secret investigation for his mistreatment of Angela. The ministry ensured that Angela returned home to her family without delay, and assured the Mackies that the laws which had permitted Angela to be seized would be redressed during their tenure.
Ravenswood Scholarship
The Minister of Meta-Human Affairs made contact with the headmaster of Ravenswood Academy, which was known in certain circles to have a superior, yet secret, meta-human training program.
Angela's parents were offered the chance to send Angela to Millennium City on a full scholarship. Jim & Amelia Mackie left the decision up to Angela. Angela was not inclined to go to Ravenswood, but she felt unable to integrate back into her life after all that had happened. She also felt that her parents were pressuring her, and she was afraid that the government would come back for her. Though she claimed it was a 'parental guilt trip' that sent her to Ravenswood, in truth, she felt safer going to Millennium City because it was filled with meta-humans, and it was beyond the Canadian's government's jurisdiction, new government or not.
Before Angela left, her mother Amelia gave her a new set of home-made superhero tights, just in case. Amelia hoped her daughter would find the hero in herself that her mother knew was there.
A Scholar in Millennium City
Millennium City living has been difficult for Angela; she finds the City of the Future overwhelming. Angela has experienced academy students picking on her for being Canadian. Feeling shunned, Angela keeps to herself.
A small, dank basement suite just off campus is where Angela resides. She attends her studies diligently, except for the special training she receives for her super powers, for which her trainers so far have found her reluctant and uncooperative. Given her past experiences under harsh masters, Angela is intimidated about the use of her powers, yet she still lacks the control necessary to prevent causing accidents with them.
